On paper (pun fully intended), Pasa Pasa no Mi sounds weak and uninspired, but Simon uses it in ways that are completely messed up. In addition to turning into leaves or scraps of paper that allow him to fly or mitigate damage, Simon can also write symbols that grant unique abilities. He can create multiple explosions, heal his health, improve his reflexes, or generate new types of attacks.

Paper's natural enemy is fire, and Simon is certainly vulnerable to surprise cooking; however, he can simply write that the fire doesn't hurt him to negate the damage. Roger and Whitebeard.
