Itachi Uchiha is one of the most skilled ninjas who lived in the world Naruto. Born into the Uchiha clan, Itachi was gifted with the power of the Sharingan from a very young age and continued to hone the skill to levels few have been able to achieve. Itachi's Sharingan was incredibly impressive and he also managed to awaken the powers of the Mangekyo Sharingan which had abilities that could take down even the most powerful Kage with relative ease. It goes without saying that Itachi's abilities were at an incredibly high level, but he is definitely not the best Sharingan user that fans have seen in the series. There are other characters in the story who wield this legendary Uchiha eye much better than him.
The ranking is based on Sharingan and Mangekyo Sharingan performance up until the events of the Fourth Great Ninja War and the Void Period, as well as the Boruto era.

Sarada Uchiha
Sarada Uchiha is a member of the new generation Uchiha clan in the Boruto series. As the daughter of Sasuke and Sakura, she has tremendous talent. Sarada's use of the Sharingan was rather basic, but since she had awakened the power of the Mangekyo Sharingan, she was incredibly powerful.
Sarada's Mangekyo Sharingan allows her to harness the power of black holes through Ohirume. This ability allows Sarada to create up to four black holes with incredibly strong gravity and can freely control what her black holes target. Anything that is sucked in will be crushed under the immense pressure, no matter how strong it is. Still, there is a lot of improvement to be done with her Jutsu. She has already surpassed Itachi in offensive output, but she lacks variety. Sarada has yet to show her second Mangekyo Sharingan ability and has yet to battle the blindness that comes with that eye, but it's only a matter of time before she takes care of those things as well. By the time she becomes Hokage in the village, Sarada will surely become a much better Sharingan user than Itachi Uchiha.

Obito Uchiha
Obito is one of the most underrated Sharingan users in the entire series. He wasn't skilled like Itachi from birth, but was a late bloomer instead. Obito's Sharingan was duly awakened in the Third Great Ninja War, and it was here that his life changed for good as well. It was here that one of his eyes was crushed and the other was given to Kakashi Hatake. Madara eventually saved his life and trained him to the best of his ability, making him a very dangerous ninja. Under Madara's guidance, his overall control over the Sharingan skyrocketed.
Obito's use of the Mangekyo Sharingan, specifically his Kamui ability, was impeccable. In fact, even a squad of ninjas couldn't hurt him in battle. Moreover, he possessed genjutsu so powerful that he could control even a perfect Jinchuriki like Yagura. His skills with Izanagi were also absolutely incredible and everything about his Mangekyo Sharingan utility was just out of this world. While Itachi may have had more deadly jutsus such as Amaterasu and Tsukuyomi, Obito's knowledge and abilities, as well as the versatility of the Sharingan, were incredible. To top it all off, he even managed to use the power of the Six Paths, making all of his Sharingan powers even more deadly. With his abilities, he was able to stand up to the likes of Six Paths Madara and later Kaguya Otsutsuki. He is one of the most powerful users of this eye the series has ever seen.

Kakashi Hatake
Kakashi Hatake he is one of the few individuals in the story who possessed the Sharingan despite not being an Uchiha. Obito Uchiha gifted him with the Sharingan in the Third Great Ninja War, and he has wielded the power ever since. Kakashi's Sharingan ability was absolutely incredible and he was even able to copy over a thousand jutsus with that eye, something not many people in the story did. He even managed to awaken the Mangekyo Sharingan and masterfully mastered the power of Kamui in the Fourth Great Ninja War.
Kakashi could cast powerful genjutsu and even break free from the Uchiha's powerful genjutsu. He even held his own against Pain with his Mangekyo Sharingan in battle, and that shows how strong he really was. What's more, in the Fourth Great Ninja War, Kakashi briefly received both of his Mangekyo Sharingan from Obito. This power was even matched by Kaguya Otsutsuki in battle, and this is truly a phenomenal feat for anyone.

Madara Uchiha
Madara Uchiha he is one of the most powerful ninja to ever live, and it goes without saying that his overall fighting ability far surpasses that of the vast majority of the Uchiha clan. Madara's control of the Mangekyo Sharingan was completely out of this world. Although his specific abilities have not been revealed, Madara could manifest a full body Susano. He also had an incredible knowledge of the Sharingan in general and was able to develop advanced techniques such as the Transcription Seal: Izanagi. Furthermore, Madara was able to hold his own in battle against the likes of Hashirama, and that in itself is an incredibly impressive skill. No matter how powerful Itachi was, his Sharingan skills were not as good as Madara's.
He even went on to awaken the power of the Rinnegan shortly before his death, which he then duly demonstrated in the Fourth Great Ninja War. When Madara became the Jinchuriki of the Ten-Tails, he awakened the Rinne-Sharingan on his forehead, which basically meant that he pushed all of his eye powers to their maximum level. Hardly any ninja in Naruto's world can match him when it comes to Sharingan power.

Sasuke Uchiha he is one of the strongest ninjas to ever live in the story. Although his talent was first shown to be inferior to Itachi's, he surpassed his brother through incredible hard work. Sasuke's Sharingan abilities were absolutely incredible and he copied various jutsu with this eye. In addition, he also went on to awaken the Mangekyo Sharingan, with which he could properly control Amaterasu's black flames.
Sasuke's Eternal Mangekyo Sharingan enhanced his skills even more, allowing him to manifest full-body Susanoo-like powers. He even turned one of his Sharingan into a Rinnegan, something Itachi could never do. Sasuke's overall skill with the Sharingan was absolutely incredible and had only grown over the years. It can be said that at the end of the story, Sasuke was the strongest Uchiha in the entire world, and that's really commendable.
