Goku and Vegeta are two of the strongest characters in the multiverse, but Dragon Ball Super he showed that the two Saiyans are hardly the strongest fighters. Whenever Goku and Vegeta push their limits, they almost always come face to face with the warriors to humble them and show them that they still have a long way to go before reaching their peak.

Goku and Vegeta are now God-Tier and are getting closer to Beerus with every single arc, but being a God doesn't mean they are the most powerful mortals in the universe. If anything, Goku and Vegeta need God Ki to keep up with the strongest mortals Dragon Ball. People like Broly, Frieza and Jiren have much more innate strength than Dragon Ballthey are the two biggest Saiyans and don't need OP God forms to keep up – or beat them.

No matter the timeline or universe, Vegeta always finds a way to prove that he is one of the most powerful warriors in the Dragon Ball multiverse.

Jiren has never actually been defeated in the Tournament of Power

Jiren remains one of the most overrated Dragon Ball characters of all time. Goku never actually defeated him in the Tournament of Power, and still uses him as a point of reference for power. Dragon Ball Super: Broly. Jiren is even stronger in Dragon Ball Super manga where he outright defeats Goku's Ultra Instinct and is knocked out only to be caught off guard by Frieza.

Goku is even stronger since the Universe Survival Saga, but realistically so is Jiren. Jiren was the most powerful being in Universe 11 and had already bested Belmod in the Tournament of Power. Ultra Instinct and Ultra Ego in their current forms would give Jiren a serious fight, but Jiren can adapt to his opponent's power boost so it's just as likely that he could defeat Goku and Vegeta's strongest forms.

Cell Max is implicitly stronger than Goku & Vegeta

IN Dragon Ball Super: Super HeroPiccolo doubts that even Goku and Vegeta could defeat Cell Max. This is a big deal since Goku had already mastered Ultra Instinct when Piccolo last saw him in the Moro Saga. Gohan Beast also barely kills Cell Max with the special beam cannon, he needs help from Orange Piccolo, Fat Gotenks, and Gammas.

The fact that Gohan Beast fights Cell Max but effortlessly takes Goku out of Perfected Ultra Instinct v Dragon Ball Super the manga supports the view that Cell Max would be too much for Ultra Instinct Goku and Ultra Ego Vegeta. Cell Max was also incomplete Dragon Ball Super: Super Hero. If he reached his perfect form, chances are even Gohan Beast wouldn't be able to stop him.

Gas wanted to defeat Goku & Vegeta before Frieza showed up

Gas is one of the strongest characters Dragon Ball which does not need or can use God Ki. In Granolah the Survivor Saga, his brother Elec makes a wish on the Cerealian Dragon Balls to make Gas the strongest warrior in Universe 7. Whenever someone surpasses Gas, he instantly ages so that his natural power level surpasses his opponent. At the end of the arc, Awakened Gas is on top of defeating Granolah, Goku, and Vegeta.

The only way the heroes can keep up with Gas is to work together and try to outsmart him. Even then, however, Gas adapts immediately. Elec's wish for the Dragon Balls also gives Gas access to the most powerful techniques imaginable, including Hakai – an attack usually only used by Gods of Destruction. Gas ends up losing and dying because Frieza was outside of Universe 7 when Elec made his wish, meaning Gas' body could not adapt to Black Frieza.

Broly was so strong, Goku and Vegeta needed to team up with Gogeta to defeat him

In terms of pure potential, Broly is the single strongest character in the Dragon Ball Super. Born with a power level of 10,000, King Vegeta banishes him to Vampa only for Broly to continue to grow stronger into adulthood. Without any formal training, Broly's base is strong enough to even fight Super Saiyan God Goku and Vegeta – two skilled martial artists who have dedicated their entire lives to training and mastering God Ki.

Once Broly turns Super Saiyan, he becomes so powerful that Goku and Vegeta have to use Super Saiyan Blue to keep up. In his legendary Super Saiyan form, Broly is so overwhelmingly powerful that only Gogeta—the God-Tier fusion—is actually strong enough to fight him. Despite this advantage, Gogeta has yet to turn Super Saiyan Blue to win. Without God Ki, Broly was able to wipe out both Goku and Vegeta and had a chance against Gogeta. That alone is one of the most impressive displays of power in the entire franchise.

Gohan already beat Goku, he can beat Vegeta

After defeating Cell Max v Dragon Ball Super manga, Gohan goes to Beerus' Planet and battles his father. Gohan Beast vs Perfected Ultra Instinct Goku is one of the best fights in the entire series and finally confirms that Gohan Beast is many stronger than PUI Goku. During their fight, Gohan Beast is able to overpower Goku and knock him out of Perfected Ultra Instinct.

Later, Gohan Beast takes on Broly without breaking a sweat and briefly battles Super Saiyan Blue Evolved Vegeta before Goten and Trunks engage in a full-on Super Saiyan Battle Royale. The actual fight isn't shown on screen, but given that Gohan is the least worse for wear at the end Dragon Ball Super Chapter 103, it is heavily implied that he not only defeated Goku, but also Vegeta. Notably, Beast is not a god form and Gohan simply reached his full potential to surpass his father.

Black Frieza Defeated Ultra Instinct Goku & Ultra Ego Vegeta on screen

Frieza is currently the strongest non-God in Dragon Ball. After the end of his beating in Dragon Ball Super: BrolyFrieza leaves universe 7 and begins to explore the multiverse. On his travels, he discovers a Hyperbolic Time Chamber, which he trains inside for 10 years. During this unprecedented decade, Frieza unlocks his Black Frieza transformation, by far the most powerful form in the series.

Black Frieza is so powerful that he effortlessly kills Awakened Gas with a single hit and then defeats Ultra Instinct Goku and Ultra Ego Vegeta before they can react. Goku and Vegeta are honestly lucky to be alive after coming into contact with Black Frieza and since then have spent all their time training just to keep up with the most powerful being in the multiverse.
