Nobara was a student at Jujutsu High along with Yuji and Megumi, although she is not talked about nearly as much as her peers. In fact, it possesses one of the most sought-after and incredible Cursed Techniques in the series, as it is one of the few that can bypass physical resistance and target the opponent's soul directly.
Throughout the series, Nobara showed how powerful this technique really was and even used it quite well. However, she was never able to refine it to create a Domain that possessed the properties of the technique itself, which meant she could never fully master it. However, compared to others on this list, she was a much more skilled user of her innate technique.
Toge Inumaki was limited by his low cursed energy

Toge Inumaki was one of the older students in the ranks of Tokyo Jujutsu High and was born with the incredible Cursed Speech Cursed Technique. This technique essentially allows the user to shout commands at their targets, which in turn forces them to comply with whatever they say, making it an incredibly powerful technique from this basic point of view.
However, using Cursed Speech to its fullest extent can only be done through a large pool of Cursed Energy, as more complex commands require larger reserves. In comparison, Inumaki's cursed energy was very low as he was only able to shout out fairly basic commands, with the more complex ones dealing a massive blow that could kill him. Additionally, Inumaki could not use the Reverse Cursed Technique to repeatedly heal his neck after the command, greatly limiting his potential there as well.

In the Culling Game, fans could see through Yorozu's hands how broken the construction cursed technique was. With her vast reserves of Cursed Energy, Yorozu was able to construct amazing things that even put Sukun on the back foot at times, such as the Perfect Sphere, which was capable of destroying anything in its path.
The construction technique user in the modern era was Mai Zenin, though her ability was laughable compared to Yorozu's own abilities. This is because the laws of jujutsu treat the twins as a unique being whose soul has been split, so her already low cursed energy has been split into Maki as well. This meant that Mai only had enough cursed energy to make 1 bullet per day, so she never got to see what her cursed technique was truly capable of.

Junpei Yoshino remains one of the most tragic characters in the entire film Jujutsu Kaisen franchise. His cursed technique manifested through the Shikigami he was able to summon, called Moon Dregs. Using this creature, Junpei could use his cursed energy to create a powerful poison that could spread easily and could incapacitate his victims quite quickly.
However, the main drawback of Junpei's powers was that his Cursed Energy was forcibly awakened by Mahito's dormant transformation rather than naturally like the others. This meant that he never had time to hone his powers to become something greater than what they were.

As possibly the most pathetic character in the entire series, Haruta has a cursed technique that reflects his personality. 'Miracles' takes the small miracles that Haruta encounters throughout the day, such as when he sees 11:11 on the clock, and stores them in special holes under his eyes that automatically activate when his life is in danger.
While it seems like a remarkably useful technique, the reason it didn't gain any luster was because Haruta never realized how it really worked. Because of this, he couldn't make much use of these miracles, and once they ran out, Sukuna killed him effortlessly.

Cursed Technique: Ten Shadows
Throughout Jujutsu Kaisen series, The Ten Shadows Cursed Technique can comfortably be called the strongest of them all. Additionally, it is also the most versatile, giving the user access to ten Shikigami, each with their own specialties and combat benefits, eventually culminating in the legendary Mahoraga, which can adapt to anything.
Megumi is often the target of many jokes within the fandom, mainly because he was called a 'Potential Man' who had the potential to surpass even Gojo, but did nothing throughout the series. While he handled most of Ten Shadows, his inability to tame Mahoraga and his absence for most of the series made him perhaps the biggest question mark in Jujutsu Kaisen.
