For Heroes in My Hero Academia use their Quirk to fight bad guys and protect civilians, and the #1 hero usually has an incredibly powerful Quirk. Each Quirk is useful in its own way, but some abilities are too weak to make a top rated hero. That said, there are a few quirks that can elevate anyone to the top spot.
Most of these Quirks fall into the Emitter category, which is to be expected since they are the most common, but at least one Mutant and Transformation Quirk are strong enough to make someone a top hero. Several of these Quirks have already spawned top 3 heroes, meaning the top spot is within reach. Some of these Quirks belonged to villains, but that doesn't mean they can't make a top-notch hero if given the chance.

User: Erasure Hero: Eraser Head
Erasure is a long-range Emitter Quirk with a few “weaknesses”, but it's still an overpowering ability. It is so effective that it weakened Tomura Shigaraki and tried to destroy it several times. It's also the main reason why Shota Aizawa would be on the short list of characters to potentially become All Might's successor. Simply put, it can nullify the Quirk of anyone the user looks at.
Erasure does not completely cancel Mutant Quirks and requires the user to see the physical body of their target. They can't blink because Erasure deactivates and if someone has more than one Quirk it cancels their original power. This means that Erasure can nullify multiple Quirks at the same time, making it much easier to take down bad guys. Erasure can stop Tomura's Decay, Dabi's flames, and render All For One powerless. Since he can literally save a city from destruction, he could definitely make someone a #1 hero.

Half Cold Half Hot
Half-Cold Half-Hot is the perfect combination of two powerful elemental Quirks and allowed Shoto to become the most successful Class 1-A professional hero. The right side of the user's body can produce ice, cold, and frost, while the left side produces intense flames and heat. With enough training, the user can combine these elements to create a cold fire capable of burning and freezing targets at the same time.
The user can burn a villain with his flames and can use his ice to immobilize and trap villains. Both elements can be used to increase the user's movement speed, and cold fire can neutralize a blast with the destructive power of a nuclear weapon. That means he has already saved hundreds of lives. Half-Cold Half-Hot already helped Shoto become the #2 hero, so he has the power to take the top spot.

User: Fiber Hero: Best Jeanist
Fiber Master is a powerful mid-range Emitter Quirk that allowed Best Jeanist to become one of the best string users in anime. All For One admitted that he wanted to steal the Fiber Master because of its power, but refused to take it because it takes a long time to master. The user can control the thread which gives them power over every type of substance. This means that denim is the easiest fabric to handle, while sweat is the hardest.
Everyone wears clothes, so unless the villain is naked, it's virtually impossible for him to resist the power of the Thread Master. Using telekinesis, the user can confine villains with their own clothing. They can also knock out bad guys by wrapping threads around their necks and suffocating them. The user can also control massive carbon fiber wires that can restrain someone as large and strong as Gigantomachia. Fiber Master already made Pro Hero #3, so #1 would be within reach.

Wild wings
Fierce Wings allowed Hawks to become the #2 hero of the previous generation, and if Endeavor had retired earlier, there's no doubt it would have pushed him to the top spot. It is a Mutant Quirk that gives the user a pair of large, red wings composed of dozens of feathers, all of which can be controlled telekinetically. The Manifesto is a Transformation Quirk that placed Tamaki Amajiki, one of UA's top high school students, in the top twenty. The user can enhance their body with the properties of anything they eat. The manifest works best with traditional food, but the user can also eat things like crystals if they can be properly digested. Once something is fully digested, the user loses its properties, but can regain it by eating more.
What makes Manifest one of the most powerful Pro Hero Quirks is the fact that the user can change their body with multiple transformations at the same time. They can also control what feature they get and its size. As a result, the user's fighting style becomes highly versatile and unpredictable. The user can go from insulting bad guys with massive tentacles to blasting them with a biological laser cannon.

Double
Double may not be one of the deadliest Quirks, but he has the power to not only control a city, but potentially an entire country. The user can create a copy of anything they touch, including other living beings. Copies may not be as strong or durable as the original, but they can still use the original Quirk. This also applies to Double users, meaning they can theoretically produce an endless army of clones.
If the Heroes had Double on their side during the Paranormal Liberation War and Final War, they would have defeated the Villains quickly and with minimal casualties. Double is inherently a great support to Quirk and would make rescues go much faster thanks to him. He was a villain twice, but if he was a hero with a decent amount of charisma, he could have easily risen to rank #1 by using Double to save countless people in multiple places.

User: Jet-Black Hero: Tsukuyomi
Dark Shadow was one of the strongest Class 1-A Emitter Quirks and already helped Fumikage Tokoyami into the Top 20, so there's a real chance he could get him to #1, especially if he wakes up. All For One stated that Dark Shadow is on par with Endeavor's Hellflame Quirk in terms of power, so it is clearly the highest. The only real downside is that Dark Shadow is most effective at night.
The user can summon a monster-like shadow creature from their body whenever they want. Technically, it acts like a living accessory and protects its user from attacks. The shadow attacks on the user's behalf, usually from range, but can also cover the user as armor. When used correctly, Dark Shadow can take out multiple baddies in quick succession with a single deployment.

Overhaul
Overhaul is one of the few overpowered Quirks that can destroy a city, and although it was used by a villain in the anime, it could be just as effective for a Pro hero. The user can take the mass apart and then reassemble it with their hands, meaning they can control the mass as they wish. The user can absorb others and use their abilities, something a hero would not normally do, but could under the most extreme circumstances.
The overhaul allows the user to blow another person's body to pieces with a simple touch, but the villain would choose to temporarily rearrange the villain's body to immobilize them. Overhaul can save people by clearing debris immediately and can create emergency shelters if needed. Overhaul is probably the strongest Quirk v My Hero Academiaso creating a #1 hero would pretty much be guaranteed.
