Marines are harbingers of justice who roam the seas to bring criminals to justice and save the innocent. For centuries they have been on the front line against pirates and thanks to their hard work the world has not been overrun by criminals. There are different ranks in the Marines and they are awarded based on an individual's experience and what they have accomplished.
The rank of admiral is one of the most prestigious, and at one time only three people could hold this title. Garp has trained his Haki to such a high level that even a simple punch is filled with such devastating power that he could level an island with a single hit. Furthermore, Garp was strong enough to go toe-to-toe against Aokiji, losing only due to the intervention of the Blackbeard Pirates.
