The final saga of One piece revealed a lot of exciting information about the world government, specifically the one at the very top, Ima. Fans know that Imu is incredibly powerful, as was made clear by the God Valley incident. But at the same time, Imu can also make others around him very strong. This may be enabled by a special seal or mark that they may grant to others.

It can grant Imu powerful abilities. One of the users of the powers granted to Im is a yonko in one piece.
It was first mentioned at the beginning of the Elbaf arc, po the arrival of the holy knights in the country. However, it was hardly explained at the time. The three types of seals are Shallow Sea, Deep Sea, and Abyssaland each of them offers a unique power to the user.
- Shallow sea: The shallow sea seal is the most basic of the three and this is quite evident from the depth level. This power is granted to newcomers to the World Government, or specifically the God Blade. During the God Valley incident, fans were introduced to the former God's Bladeand it was none other than Gunko. It is quite clear that every trainee will receive this seal, which means they don't get all of Imu's powers. They will most likely be able to pass through the Abyss or perhaps be given the power of a devil fruit. Whether they get a regeneration or not remains to be seen.
- Deep sea: The second level of the seal is the Deep Sea. Those with this level of sealing probably are holy knights. That means they gain powers such as infinite regeneration as well as immortality. Along with that, maybe a Devil Fruit ability could be thrown into the mix, and of course they can go through the Abyss as well.
- Abyssal: The final and strongest level of the world government seal is Abyssaland this is also the deepest level of the ocean. This seal probably belongs to the Five Elders and possibly Gunk. It will probably stop aging completely, provide immortality and regeneration and most of all to them the power of Yokai. It is also likely that Imu's Conqueror's Haki can also be channeled through this seal. The five Elders also seem to be mentally linked to each other, which could also be an Abyssal seal ability.

Another important power that World Government Seals give to those who wear them is that they can travel the Abyss. This gives them the power to teleport instantlyas seen with the Five Elders in Egghead and the Holy Knights in Elbaf.

Since all of these seals are named after different depths of the ocean, and the fact that this power comes from Imu suggests that The power of Imu itself is connected to the ocean itself. This would make the idea of Imu being a sea devil from One Piece World very plausible.
