Humanoid monsters such as skeletons, goblins, and troks drop laundry scraps. However, humanoid creature-like monsters like Fen Stalkers don't drop cloth scraps, so you'll really want to focus on fighting enemies that use actual equipment in combat.
Humanoid monsters spawn randomly in the wild, but if you want to find guaranteed monster spawns, open the map and look for camps or ruins. They should be fairly obvious and easy to spot, and if you come across one that contains any of the monsters mentioned above, you'll have a great place to get Linen Scraps.
The good thing about monster camps is that the mobs in them will regenerate after a set amount of time. This is important because monsters don't always drop Linen Scraps when defeated. Troks and goblins seem to have a higher chance of dropping laundrywhile Skeletons are more likely to drop Bone Fragments.

Monster camps are all over the world and you can identify them by how they look on the map:

Inside the chests you can also find scraps of laundry and a lot of other types of loot. Each of the above camps usually have lootable chests, so search them thoroughly.

Flax scraps are mainly for crafting early game equipment such as tools and weapons. More importantly, they are used to make repair kits Hytal. Repair kits will keep your gear in good shape, but you'll also need light leather and iron ingots to craft them. However, both require considerable effort.
