When Hakari was first mentioned in the story, he was said to be an extremely talented wizard whose power was on a similar level to Yuta himself. In fact, Yuta even stated that once Hakari “fires up” he becomes even stronger than him, which alone may be enough to make him a special rank.
The reason why Hakari is locked in a special level is basically because of his incredible cursed technique that allows him to repeatedly open his domain extension. Once he does this and manages to win the jackpot, Hakari becomes indestructible and has unlimited cursed energy coursing through his veins, allowing him to automatically perform the Reverse Cursed Technique.

When she was reincarnated during the Culling Game, she showed the upper limits of the construction curse technique that Mai only used at a lower level. Sukuna never really had any friends or equals, even though Uraume was the only thing close to that for him. Takaba could be stronger than Sukuna
The most broken technique
Sukuna and Gojo undoubtedly exist at the very top of the power hierarchy in Jujutsu Kaisenbut if Takaba really had control over his Cursed Technique, he would be even bigger than them, by far. This is because Takaba's technique, The Comedian, allows him to do whatever he wants.
The comedian seemingly ignores all reserves of cursed energy and can basically warp reality into whatever Takaba wants, meaning he could shut down Gojo's Infinity or kill Sukuna outright. The problem is that he has no idea how the technique works and they have to find the apps funny for them to work, which sets him apart as one of the most dangerous characters.
Kashimo was the strongest in his era

Kashimo was the only one besides Sukuna and Gojo who was ever known to be the strongest in the era, so fans naturally knew his strength would be amazing. However, he never showed much means to rule the entire nation by himself, which is the main calling card of a special degree in the first place.
Despite this, his strength was definitely comparable to some others belonging to this legendary tier, such as Yuta and Yuki. Although his base form was enough to fight Hakari, his Mythical Beast Amber was strong and fast enough to even surprise Sukuna, so he definitely adds Kashimo as someone who balances at the special grade level.

Unlike the others on this list, Kenjaku is probably the only one whose power and talent as a mage is comfortably at a special grade level and closer to that of disasters. His strength was seen in how he was able to defeat Yuki and Choso while encased in Tengen's barrier, as well as his mastery over many cursed techniques and domain expansion.
