This electric fruit grants users intangibility like living lightning while also granting the user extreme speed and searing power like human lightning. It's not easy to power up like that, but a few Devil Fruits did it, including the awakened form of one of those fruits.
The soul-soul fruit can build an entire army of powerful homies

Enel's powerful Rumble-Rumble Fruit can be stacked against Devil Fruits of all three categories, starting with the Paramecia class. Among all the Paramecias, there are only a few in the hands of the Four Emperors, such as the Soul Fruit and Big Mom's Soul. This is an example of a devil fruit that can be scaled fairly easily with the right materials and context, as opposed to simply training to increase your own strength. Soul-Soul Fruit scales well as it can put souls into other things to create Homies to fight for the user.
Big Mom/Charlotte Linlin pointed One piece cheers for the true potential of this army devil fruit in the Whole Cake Island Arc. Granted, Big Mom also used her Titan Haki to terrorize the Straw Hats and Fire Tank Pirates, but the Soul Fruit did a lot of work as well. It was lucky that Nami had turned Zeus to her side, otherwise the fight would have been even tougher. It is the sheer potential of the Soul-Soul Fruit army that makes this fruit more terrifying than Enel's own.
Tremor-Tremor Fruit is the earth-shaking king of Paramecia fruits

Another Emperor-worthy Paramecia Devil Fruit is the Tremor-Tremor Fruit, which made all the difference in the Marineford War Arc. Long before fans saw what Big Mom and Kaido could do, Captain Whitebeard demonstrated the fury of the Emperors. One pieceskip time Whitebeard's Haki and physical strength are also huge, but the Tremor-Tremor Fruit was the star of the show when Whitebeard started fighting.

This devastating Devil Fruit can shatter the entire battlefield and destroy almost anything. What One piece viewers saw that the Marineford arc didn't even have the full power of Whitebeard and his fruit because Edward Newgate was past his prime, so the Tremor-Tremor Fruit is a real miracle in the combat system. He can't turn Whitebeard intangible or make him move at lightning speed, but his raw damage makes up for it.

Logia-type Devil Fruits are the easiest to compare to each other, and for a while Rumble-Rumble Fruit felt like One pieceThe peak of the Logia fruit. However, by the time the Marineford arc started, a few Logia and even some Paramecians were breaking out of the Rumble-Rumble Fruit, albeit just barely. This scorching Devil Fruit surpasses the heat of the Flame-Flame Fruit and can even surpass the heat of the Rumble-Rumble Fruit itself, so in theory Akainu could be punched by Enel like Ace did. The Mag-Mag Fruit also boasts superior destructive potential compared to the Rumble-Rumble Fruit, as it is capable of turning the entire battlefield into a field of magma.
Dragonfruit is the legendary pride of Elbaf

Dragon-Dragon Fruit: Prince Loki's Nidhogg model is the latest Zoan-type fruit to appear in One pieceand it easily puts most other Zoans to shame. Not even the Five Elders and Rob Lucci can surpass Loki's Dragon Fruit in the Zoan field, and the Dragon Fruit is also a good match for even the strongest fruits in the Logia and Paramecia classes.

Luffy did more of the same on Egghead when he fought Admiral Kizaru and Jaygarcia Saturn, and most likely he can still do more like in the Elbaph Arc. All fans know that this awakened Zoan Fruit is truly unbeatable, limited only by Luffy's practical imagination.
Dark-Dark Fruit holds an ominous place among Logia-type fruits

Arguably, aside from Luffy's Awakened Fruit, the fearsome Dark-Dark Fruit is the most dangerous Devil Fruit of all. Partly because it has the unique ability to negate other Devil Fruits with just a touch. Remarkably, Blackbeard did this even though Ace had a fiery body during their encounter on Banaro Island. If he is fast enough, perhaps with the help of his Haki, Blackbeard could grab Enel in a duel and do the same. Without his lightning, Enel can't do much.
In addition, the terrifying Dark-Dark Fruit can crush anyone or anything with the overwhelming force of gravity, which is why Blackbeard compares its abilities to a black hole in space. Blackbeard's Dark-Dark Fruit simply has more destructive potential than Enel's own fruit, although the Dark-Dark Fruit does not grant its user the same kind of intangibility as other Logia. The ominous fruit's other abilities more than make up for it.
