These are the strongest characters that sail the seas of the One Piece world.
While there's no denying their importance, some Straw Hats are in dire need of an upgrade, and Usopp is one of them. He is the sniper of the Straw Hat Pirates who joined them afterwards One Piece's Syrup Village arc. Usopp's humor has always been his main strength, but there are other areas where the sniper needs to improve.

Oda needs to help the sniper
Since Usopp is a sniper for the Straw Hat Pirates, this means that he is one of the main fighters of the crew. However, he's been a complete disappointment since the Dressrosa arc, when he last contributed his sniping skills in a valuable way. Usopp used his Observation Haki and a gun to shoot Sugar down. If she managed to touch Luffy and Law, the two would instantly turn into toys, after which Doflamingo would have no problem removing them. So this was a valuable post.

Ever since he was in Dressros, Usopp had become more or less a hindrance in fights. He was unable to keep himself on the ground and had to rely on others to save him. The most infamous performance he made was in the Wano Country arc where he failed to take down any member of the Beasts Pirates. Even O-Tama was more useful than him in the Onigashima War. Things haven't changed in Egghead either, which is understandable since the Straw Hats had to fight the Five Elders. While he repeatedly flopped, fans were still hopeful that things would improve in the Elbaf Arc.

Oda needs to give Usopp new powers
Usopp fans have been hyped for years that their favorite character will finally get a new power that will make him more useful in battle. But even after 50 chapters, Usopp is still the same. He spent most of his time screaming or running out of the way. However, there is still hope for the sniper. Recently, Oda gave Franky a new power-up that allowed him to fight stronger opponents.
So it's possible that Usopp could be next in line to receive the power-up. There are two ways Oda can fix Usopp. The first is another upgrade to his Observation Haki. Usopp is an excellent marksman who can take down his enemies from a long distance, but those with good reflexes can dodge his projectiles. This can be fixed by giving him Advanced Observation/Future Sight. With Future Sight, Usopp's accuracy will further improve and he will be able to take down enemies without wasting ammo.

Another opinion would be to give Usopp Armament Haki. Since almost every person in the New World has Devil Fruits, Usopp is at a significant disadvantage as he cannot fully damage them. That could change with Armament Haki. All Usopp would have to do is charge his projectiles with Armament Haki to increase his damage. Ideally, Usopp should get both power-ups, but it's unlikely that Oda would in the same arc.
Besides Usopp, there are other Straw Hats who would also benefit from the new powers in the Elbaf Arc. Luffy, Sanji and Zoro are the obvious choice as they always fight against the strongest enemies. If ignored, it could cost them dearly, especially as the caliber of opponents also increases. For example, none of the three would be able to harm a Holy Knight with their current skills.
