Bluegrass
Bluegrass is a vice admiral of the navy. She was recently introduced in the Egghead Island Arc and it is clear to fans that she is quite an old individual. As a vice admiral, he can use the power of weaponry and observation Haki. However, her frail body may not give her the opportunity to properly use this skill.
Bluegrass also has a powerful Devil Fruit ability called Nori Nori no Mi. Using this fruit, he can attach a handle to almost anything and control it while riding. In the Egghead Island Arc, she was seen controlling the mechanical Sea Beats of Vegapunk and even the Pacifist with relative ease.
Bogard

Hopefully Oda will incorporate him into the main story someday.

Vice Admiral Tsuru past his prime, but still a force to be reckoned with. In her prime, she was considered one of the strongest Marines. Along with Garp and Sengoku, she was a formidable force on the seas. In fact, even when she was in her prime, individuals like Doflamingo avoided fighting her instead of facing her head on.
This just goes to show that Tsuru was incredibly overpowered. In her best days she must have been a formidable force on the seas. Tsuru has the power of an incredible Woshu Woshu no Mi, as well as powerful Haki of two types.

Kong
Admiral of the Congo Fleet is a personality that fans have always wanted to see more of. Since he was a fleet admiral, it is easy to conclude that he was one of the strongest marines that ever lived. Fleet Admiral Kong was at least as powerful as Navy Admiral. It is unknown if he had any Devil Fruit power, but what fans do know for sure is that he has the ability to use two types of Haki.
He must have been a force to be reckoned with during the Rocks era. Unfortunately, the fans never saw him in combat, but it is not a problem at all to conclude that he was one of the strongest at that time.
Sengoku
former admiral of the marines, Sengoku he is quite easily one of the strongest naval officers of the old era. He served as an admiral during Roger's time, and fans are sure to know that he fought against legendary pirates such as Roger, Whitebeard, and many others. In fact, Whitebeard and Sengoku seem to have some history together, suggesting that they have fought each other on numerous occasions.
