Most importantly, the Sand Ninjas went from villains to heroes Naruto once they cut ties with Orochimaru Sannin to support Naruto instead.

By a narrow margin, Kankuro is the weakest of the most notable sand ninjas. He is definitely stronger than the generic Sand chunin and is also more formidable than Baki, the Sand ninja who is rarely worth considering anyway. Kankuro and his older sister Temari are about the same strength, but Kankuro is slightly weaker because when his chakra strings are cut, he is in a difficult situation. His brother and sister have no such vulnerabilities.
As long as Kankuro can maintain his chakra strings, he is a remarkable fighter who helped introduce the concept of puppet jutsu in Narutoall the way back in the chunin trial arc. Kankuro's collection of puppets and their skills have only expanded since then, with Kankuro being a skilled, cunning puppeteer with a variety of weapons at his disposal. He can even switch places with his puppets if necessary, a nifty way to escape danger and attack the enemy from unexpected directions.

Temari feels like a more conventional shinobi than her younger brothers, simply because she is a non-jinchuriki who uses elemental chakra/jutsu to fight along with some summoning jutsu when needed. More than most sand ninjas, Temari represents the whirlwind of her native Land of Wind, a place of scorching desert winds and open skies. The sand village is more associated with puppet jutsu and the sand itself, but Wind Release still has a prominent place there.

Thus, Temari comes off as a kunoichi who relies mostly on aerial attacks, showing how dangerous this element can be. Her aerial scythes can tear apart any enemy or even flatten a forest, and the same goes for the scythe weasel she can summon. As a bonus, Temari can fly on her giant fan, giving her similar mobility to Sai and his ink birds.

Pakura is the only known user of the Scorch jutsu, Kekkei Genkai, which appears to combine Wind and Fire Release into one. IN Naruto ShippudenIt had become quite common for a powerful Kekkei Genkai to elegantly blend two or more elements, and Pakura's turn came. With the Scorch jutsu, she can vaporize the water from any enemy's body to quickly mummify them, and if necessary, Pakura can level entire forests with her scorching jutsu.

Regardless, Chiyo is one of the most respected sand ninjas to ever appear Naruto anime, expertly using Sakura as a living puppet in the beginning Naruto Shippuden. Chiyo was able to think on her feet and use smart attacks to parry Sasori's most vicious attacks, while giving Sakura real-time advice or warnings to keep them working as a team. Chiyo knows best of all how to channel a person's life force to revive a dead body, even if it cost Gaara his life.
The Third Kazekage dominated the iron sand battlefield

The Third Kazekage is one of the few Kage of the Hidden Sand Village who made a huge impact on the battlefield, and like Pakura, did so long after his death. The Third Kazekage first appeared in puppet form as the crown jewel of Sasori's puppet collection, thus Sakura learned the Terror Iron Sand Jutsu. This is the magnetic Kekkei Genkai, the one the Third Kazekage developed after studying his own one-tailed Shukaku techniques.
Sasori admitted that he had a hard time killing this legendary Kazekage, and it's no wonder why. His Iron Sand Jutsu combined with his intelligence and ability to nullify metal weapons with magnetism only adds to his immense power. Interestingly, the Third Kazekage came back from the dead twice, first as a puppet and then as himself via Edo Tensei.

It's true that the Third Kazekage's Iron Sand Jutsu weakened him in puppet form, but the mere fact that Sasori can use the Third Kazekage as a puppet is a testament to Sasori's twisted genius as the strongest puppet jutsu user in the world. He is easily one of the most talented ninjas in the Hidden Sand Village and is definitely the most resourceful of them all. Not just anyone would have the skill or the audacity to turn so many people into such puppets.
No other puppet jutsu user could coordinate an army of weapons like this, yet Sasori found it easy as he threw countless puppets at Chiyo and Sakura in their cave battle. With an army of this size, Sasori has access to a staggering array of weapons, from swarms of puppet weapons to poison gas and blades, not to mention the Iron Sand Jutsu. What gives Sasori an added advantage is how he has transformed into a puppet, allowing him to survive mortal wounds as long as his remaining organs are not damaged.
Gaara of the Sand found redemption as Kazekage Jinchuriki
Even without Shukaku, Gaara is a powerhouse
It could be said that the Third Kazekage was the most powerful Sand Ninja to ever hold that office, but a case could also be made for Sand Gaara. At least Gaara was stronger than the famous Third Kazekage in the events of the year Naruto Shippudenas the latter was weaker than normal due to Edo Tensei while Gaara was alive and well. Gaara also had the power of friendship and a noble cause to push him much further.
Gaara was a powerhouse from the very beginning and was the terror of the Chunin Trials arc. Thanks to Shukaku's influence, Gaara can overpower almost anyone with his sand jutsu and even single-handedly protected the entire Sand Village from Deidara's bombs. And of course, once Gaara unleashes the power of one tail by falling asleep, he becomes a true titan of the battlefield beyond the powers of most Kage.
