shepherd Sommers

Sommers he is a member of the Holy Knights and one of the strongest World Government fighters Oda has introduced to the story so far. Claiming to be the Dagger of the Holy Land of Marijoa, she has tremendous fighting abilities. Sommers is a user of Iba Iba no Mi, with which he can manipulate vines and thorns at will. In addition, Sommers also has superhuman strength that results from the Deep Sea Covenant of Imu. He can regenerate from all attacks and practically never dies, thanks to his immortality.
In particular, Sommers has decent levels of Haki, as shown in the Elbaf arc where he used it to temporarily block one of Scopper Gaban's punches. Even though he doesn't have Conqueror's Haki, his Armament Haki is still strong, but it's definitely not enough against elites, which is why Sommers was absolutely demolished in this arc.
Dorry and Brogy

Dorry and Brogy are two absolute monsters in battle and as co-captains of the Giant Warrior Pirates, they stand tall as some of the strongest individuals in the series. Dorry and Brogy have tremendous Haki levels, given that they can easily kill sea kings with their blades. The fact that they each have a reward of 1.8 billion berries indicates that their Haki mastery is immense.
Although they don't seem to have Conqueror's Haki, their Haki in their weaponry is top notch, considering they can easily launch powerful attacks like Ikoku's Sovereignty, among others. When it came to Armament Haki, these two had to improve it as much as possible, making them absolute masters of this ability. They could deal lethal damage to any of the five elders in the Egghead arc, further cementing the fact that their overall Haki levels are huge.
Sanji

Sanji is one of the Pirate King Wings and Luffy's left arm. He is incredibly powerful and has demonstrated his immense mastery of Haki on numerous occasions in the Elbaf arc of One Piece. Sanji even fought against one of the Holy Knights in St. Killingham and absolutely destroyed him in combat, showing a tremendous overall level of strength.
Right now he possesses two highly refined forms of Haki, in Observation and Armament, and it's only a matter of time before he gains access to Conqueror's Haki as well. Sanji's overall abilities as a fighter are undoubtedly growing and he will reach extremely high levels, but he is not at the top just yet.
Roronoa Zoro

Dawn he has always been extremely good at using Haki, but his control over this power is not great. Thanks to Enma, Zoro can also pull out his Conqueror Haki, but he has no control over it, at least not yet. According to Scopper Gaban, the true power of Conqueror's Haki can only be revealed when one learns to master it. It's another challenge for Zoro to take on.
This also means that Zoro's control over the Conqueror Haki is not as refined, and that if he intends to defeat Dracula Mihawk, he needs to be much stronger. In the Elbaf Arc, Zoro used his powerful abilities to defeat an army of Domi Reversi in cooperation with other giants. In doing so, he used his observation, weaponry, and conquering Haki to the best possible level.

Loki is one of the strongest characters in the final saga One pieceand as such it is no surprise to know that he wields extremely powerful Haki. Loki's Observation Haki is strong, but using it is really brilliant Conqueror's Haki. At a very young age, Loki had already mastered the use of Advanced Conqueror's Haki.
14 years ago he used its power in battle against King Harald and combined with his Niddhogg powers, this power was so powerful that it killed even the strongest king in Elbaf. Loki's overall strength is undoubtedly very hard to match, and his control over Haki is absolutely spectacular.

The Pirate King's Left Hand. Scopper Gaban is an extremely powerful Haki user. Since he doesn't have a Devil Fruit and is still among the elite of the One Piece world, Gaban's Haki is confirmed to be very high level. He can use an advanced form of all types of Haki, making him one of the few individuals who can be called a Haki specialist.
Gaban showed incredible control over the Advanced Conqueror Haki in the Elbaf arc, as well as the ability to see the future with his Observation Haki. He was able to defeat Saint Sommers with just a few punches and showed off his incredible strength. His strongest attack could even kill a Gunk with relative ease, and this shows just how formidable his Haki really is.
Monkey D. Luffy

yonko sea, Monkey D. Luffyis easily one of the most powerful Haki users in the Final Saga story. His control over this power continues to grow, and in Elbaf Gaban specifically reprimands him for using it to make sure he uses his powers even more accurately. Luffy has the ability to use all advanced forms of Haki, but his strongest asset is definitely his Conqueror's Haki.
In Elbaf, Luffy was able to use his powerful Conqueror's Haki to crush Saint Sommers in battle. With his newfound control over this Hakim can face the forces of immortality and defeat any Saint Knight with ease. Still, he's not the strongest Haki user in the series and has a long way to go.

ruler of the world Saint Imus of Nero originally arrived in Elbaf via Gunko. Immediately upon their arrival, Imu used a burst of Haki that was felt in the underworld and was described as absolutely monstrous. It was clear that this was the strongest Haki present in the entire country and there was absolutely no doubt about that. Imu's Haki is second only to Joy Boy in the story. This basically means that in the Elbaf arc, Imu is the strongest Haki user.
What's more, the Imu arrived in Elbaf with their true body, meaning that this arc officially introduced the strongest Haki user on the battlefield that Luffy would face.
