Loki

Loki is the Cursed Prince of Elbaf, who is known to have an enormous level of power. He was born with ungodly resilience, so even falling from the Sun World of Elbaf to the Underworld barely scratched him as a child. As he grew older, Loki unlocked tremendous abilities such as the Conqueror's Haki ability.

14 years ago, Loki consumed the legendary Devil Fruit of Elbaf, which allowed him to transform into the dragon Nidhogg, a power so great that he could basically wipe out the entire world. Loki defeating the Rocks is a canon implication given in the story, simply based on the fact that he was the one who killed the Deep Sea Pact-enhanced King Harald, who at the time was even more powerful than the Rocks D. Xebec. The fact that Loki was able to do this effortlessly meant that he was on a level that even Rocks had never been able to reach.

Whitebeard

Whitebeard he was once Rocks' right-hand man. During the Rocks Pirates days, Whitebeard was clearly worse than Rocks D. Xebec. However, the God Valley Incident that came with the Elbaf flashback confirmed that all of Rocks D. Xebec's subordinates became much stronger after the crew disbanded. Whitebeard rose to prominence at the height of the era, and the fact that he was Roger's equal meant that he surpassed Rocks as well.

With the power of Gura Gura no Mi, Whitebeard was able to destroy the entire world, and he also had tremendously powerful Haki, which he channeled through his Murakumogiri. During the Great Pirate Era, Whitebeard was the undisputed king of the seas. Even Garp, an absolute monster, considered him a king and single-handedly caused an immense amount of havoc at Marine HQ during the Summit War despite being close to death's door.

Blackbeard

Blackbeard is a legendary pirate in the making who is destined to reach the level of Davy Jones of yesteryear. Blackbeard is Rocks own son, but has far greater powers than him. For example, Blackbeard was born with a special body that absorbs damage like a sponge. Plus he has two Devil Fruit abilities, something even Rocks couldn't do.

Blackbeard has Yami Yami no Mi, with which he can nullify the abilities of any Devil Fruit, even Ima, and Gura Gura no Mi, which is the same power as Whitebeard, with which he can destroy the entire world. Blackbeard is easily one of the most underrated pirates and his overall strength surpasses that of his father. It goes without saying that he will do what Rocks couldn't do in the Final Saga.

Monkey D. Garp

Monkey D. Garp is a legendary character that exists in the world of One Piece. In his prime, Garp was known as a demon to all pirates. His power level is officially listed as the same as Pirate King Gol D. Roger.

Garp fought against Domi Reversi-enhanced rocks in God Valley and was actually able to inflict mortal injury on him with his most powerful attack called the Infinitum Explosion. The fact that he was able to pierce his Haki and deal lethal damage to even the Domi Reversi Rocks means that even then he was strong enough to match the Rocks in power.

It has already been established that this was only when his legend began. Over the years, Garp has continued to grow stronger, which only confirms that he has surpassed Rocks in terms of overall power level.

Go D. Roger

Go D. Roger is the man who became the Pirate King and at one point had a fierce rivalry with Rocks D. Xebec. Until recently, there was a widespread misconception that Roger was weaker than Rocks, but One Piece's Elbaf arc cleared that up once and for all.

During the Rocks era, which lasted from 56 years ago to 38 years ago, Rocks was definitely stronger than Roger. However, during the day of the God Valley incident, Roger proved to be more than a worthy match for him. Although Rocks was greatly enhanced by the Domi Reversi of Imu, Roger was able to inflict a fatal injury on him with his most powerful Haki, which he unleashed using a technique called the God of Fire Ace. This attack broke through Rocks' Haki and showed the superior Haki belonging to Roger. The biggest factor of all is that Roger is canonically said to have gotten much stronger after the events of the God Valley incident. In other words, the first class Roger far surpassed the powers of Rocks D. Xebec.

Shanks

Shanks he is one of the four sea emperors currently and an absolute monster in terms of power. Despite having only one arm, Shanks is a misfortune that is difficult for anyone to deal with. Even the Five Elders see him as a threat, especially when he gets going and find him too difficult to control.

Shanks strength is such that he was able to defeat Loki in battle and the fact that Loki is someone who could easily defeat Harald who was stronger than Rocks means that Shanks is on a much higher level than Rocks D. Xebec. At this point Shanks should be a worthy match for even the Pirate King in terms of power based on the story Oda has built around him. It goes without saying that his overall power level surpasses that of the legendary Rocks, and the final saga will slowly demonstrate his full capabilities.

The highest praise Oda could give Shanks came in the Egghead Arc where his Haki was directly compared to that of Joy Boy. Considering Joy Boy's Haki caused immense pain to Im, the fact that Shanks is even close to that level suggests that he is much stronger than the vast majority that came before him. Shanks is without a doubt one of the strongest at the moment, if not the strongest.
