Yonko are some of the most powerful pirates in the world One piece who rule the New World as kings. Their influence on the sea is almost unquestionable and only a handful of individuals can dare to stand against them. However, not all powerful pirates exist in the world One piece they are Yonko. Some pirates may be just as powerful, but they don't have a title, or they just don't care that much about having one.

In One Piece's Final Saga, there are many powerful Yonko-level pirates all vying for power.
Loki
Lokialso known as the Cursed Prince of Elbaph, he is one of the most important new characters in the final saga. Loki was introduced in the Elbaph arc, where he was shown to have enough power to destroy the entire world. He believes himself to be the Sun God, but he actually has the powers of Ryu Ryu no Mi, Model: Nidhoggr, which is a very powerful devil spawn that allows him to transform into a giant dragon powerful enough to easily destroy entire lands.
Loki also controls Haki of all three types and his power is such that 14 years ago he was able to kill King Harald who was even stronger than Rocks D. Xebec at the time. Loki is Yonko level with ease and even stronger than a lot of them.
Figarland shamrock
Figarland shamrock is a member of the Sky Dragons. As the son of Garling and the twin brother of Shanks, Shamrock is known to possess immense strength. In the story, it was stated that his skills are on par with the redhead Shanks, making him quite impressive in combat. In addition, he has a Depths Covenant with Imu that gives him access to powers such as immortality, regeneration, and superhuman strength.
At the same time, he also has the Sword of Cerberus, which uses an awakened Mythical Zoan power strong enough to hurt even people like Loki. His full strength remains unknown, but he is at least as strong as a Yonko, if not stronger.

Gunko
Gunko is a member of the Holy Knights who was recently introduced in the story during the Elbaph arc. Once upon a time, she belonged to a certain kingdom in South Blue, where she lived as Princess Shuri. Since then, she seems to have been captured by the World Government and turned into a Holy Knight, who now goes by the name Gunko.
Gunko has tremendous fighting skills and has access to the power of Aro Aro no Mi, a very powerful Paramecia Devil Fruit that allows her to manipulate arrows as well as fix the trajectory of attacks that cannot be avoided. Additionally, Gunko seems to have powerful Haki as well. As a holy knight, she has the Covenant with Imu, which grants her immortality, regeneration, and in her case, even an ageless body, meaning she might actually have an Abyssal Covenant. Imu can use her as a vessel, as seen in Elbaph, and when she does, she is easily one of the strongest in the series.

Introduction: Egghead Arc
Five elders are some of the most powerful newly introduced characters in One Piece. They were properly introduced in the Egghead Arc where each of them was named and their ability was also shown. All Elders are users of all three types of Haki. Additionally, they have an Abyssal Covenant with Imu, which gives them access to all the powers of the Depths Covenant, plus an ageless body as well as Yokai abilities.
All of these things combined make them emperor level in their own right. Since they are almost impossible to kill in combat by normal means, they even surpass Yonko levels in certain cases. Among the strongest characters of the entire series, without a doubt, is Pětka.

Garling Figarland

Introduction: Egghead Arc
Garling Figarland he was first introduced as the Supreme Commander of the Holy Knights, but has now been elevated to the position of the Five Elders, given that Saint Saturn has died. Garling has an Abyssal Covenant with Imu, the full powers of which have yet to be revealed, but at least she has access to infinite regeneration, superhuman strength, and immortality.
In addition, Garling is also skilled in swordplay, having been able to hold his own against Rocks D. Xebec before finally losing to him 38 years ago. Since then, he seems to have gone from strength to strength. As an elder, Garling is easily one of the most skilled swordsmen and it goes without saying that he is a Yonko-level individual.
Scopper Gaban
Scopper Gaban he was mentioned in the story a long time ago, but wasn't properly introduced until the Elbaph arc. It was revealed that Gaban was the Pirate King's left arm and one of the two Wings that supported Roger until the Laughter Story. In terms of skill, Gaban has been openly said to be on par with Roger and Rayleigh. In fact, it's even been stated that he could potentially be the second strongest of the entire crew, and his performances certainly back it up.
Gaban is a very powerful Haki user of all three types and is known to have advanced it in all three departments. His Conqueror's Haki is incredibly powerful, so much so that he was able to deal damage to King Harald 14 years ago when they fought each other. Gaban even recently fought Luffy and Zoro and despite his old and frail body was able to completely overpower them to the point where the Straw Hats were completely stunned. He's easily on par with a Yonka, despite being old. In his best days he was probably beyond that.
Rocks D. Xebec
Rocks D. Xebec is one of the most powerful characters in the One Piece world. Rocks was first mentioned in the Wano Arc, but the Elbaph flashback properly introduced him to fans. He wielded tremendously powerful Haki and was so strong that he could even kill an admiral without breaking a sweat.
Rocks, at the height of his powers, was the ruler of the seas and began his own era. The only individual above him in terms of power at the time was Nero Imu, which speaks volumes for the power he possessed.
Harold
Harold he was introduced in the Elbaph arc as the most powerful king in the history of the land. He matched Rocks D. Xebec in every way. After receiving his contract of the depths with Imu, he became even more powerful. Harald had ancient giant blood that gave him superhuman strength.
Additionally, his Haki of all three types made him nearly unstoppable in battle. Covenant Depths Covenant gave Harald infinite regeneration, immortality, and superhuman strength on top of what he already had. It was believed that at that moment his power reached a level where he could go on to destroy the entire world.
Nero Ima
Arguably the strongest Yonko-level character to be introduced in the Final Saga is none other than Nero Ima. In the Elbaph arc, Imu made his very first debut and showed a glimpse of his abilities. With The Devil's Fruit, Imu was almost unstoppable despite being in a nerfed state.
Imu can use various Covenants in battle as well as unleash other fiendish powers. In fact, it wouldn't be a stretch to say that Imu goes far beyond the capabilities of any Yonko. His strength is such that even the combined efforts of the Yonka would not work against him.
