Evil Natural Water is one of the scariest and most powerful villains in the entire series, largely due to his nearly invulnerable liquid body.
Being essentially living water, this creature lacks any organs or weak points and is therefore immune to all kinds of physical damage. At one point, she was thrown into the ocean, causing her to merge with all the water in her to become the Evil Ocean Water, a form so large and powerful that Saitama had to defeat her with Serious Punch because no one else could.

Just when everyone began to believe that the greatest threat in the Monster Association, King Orochi, had finally been defeated, he made his return in spectacular fashion by teaming up with Psykos.
In doing so, a new monster was born that not only had the increased physical strength and broken abilities of Orochi, but also amplified Psykos's immense psychic power by fusing with her, giving birth to a monster that was so powerful that Tatsumaki and Genos gave everything they had to suppress it.

The Ninja Village arc introduced one of the coolest concepts in the One Punch Man story, and that was the Empty Void. Originally Blast's partner in the fight against God, the Empty Void ended up teaming up with the ultimate villain to gain one of the greatest power-ups of all time, giving him the ability to traverse dimensions and perform attacks that simply couldn't be blocked by conventional means.
Not only were these attacks incredibly destructive, they were also unstoppable as they came from a completely different plane, making Empty Void and its abilities some of the most disrupted in the series.
Garou's adaptation gave him cosmic power to match Saitama

With Garou's unique adaptability working in concert with his monsterification, his strength went far beyond even the strongest Dragon-Level+ monsters. However, he eventually gained his greatest power through a brief contract with God that unlocked his Cosmic Garou form, with which he was able to fight Saitama.
However, when Garou used his adaptation in his Cosmic Fear Mode, he managed to take it a step further by unlocking Saitama Mode, making him the Caped Baldy's true equal for a time and breaking his limiter as his enemy, making him one of the strongest beings in the universe.

Although there were many powerful villains throughout the story One Punch Manthere is a unique being known as God who pulls the strings from the shadows.
The true extent of the villain's powers is currently a mystery, but it is known that others can form a pact with this being, which grants them unfathomable power as it is able to turn even an ordinary human into a dragon-level threat. This was the reason why Garou was able to unlock his Cosmic Fear mode in the first place, which just goes to show that God may be the only being in existence that can truly surpass Saitama.
