Boruto: The New Two Blue Vortex Arc empowers Boruto Uzumaki to take on Hidari and Jura
Boruto: Two Blue Vortexes a new story arc begins after the loss of Shinju Mamushi to Inojin Yamanaka in chapter 33. Initially, there were five powerful members of the Shinju clones, but after the deaths of Matsuri, Ryu, and Mamushi, only Hidari and Jura remained. These two are now positioned as the main antagonistic force Borutoupcoming arc. While Hidari is modeled after Sasuke Uchiha and seems poised to inherit his abilities in the upcoming battles with the Konoha shinobi, Jura is the undefeated embodiment of the Ten-Tails.
With Jura and Hidari on the rise, Boruto Uzumaki gained full access to the powers and abilities of Momoshiki Otsutsuki, as confirmed in Boruto: Two Blue Vortexes Chapter 29. With Momoshiki's full cooperation, Boruto is now able to use Otsutsuki abilities such as Karma without fear of losing control. In Momoshiki's words, Boruto is free to use karma and anything else he wants to take down his enemies.

True to Momoshiki's words, Boruto successfully used the Byakugan in the final chapters to wipe out Mamushi's Division clones. The Byakugan is only part of Momoshiki's full Otsutsuki abilities, hinting at much greater abilities that Boruto Uzumaki may eventually gain access to in the upcoming fights in the new arc. One of these Otsutsuki abilities is the second eye power, the Rinnegan, which Momoshiki holds in his palms.

Why Boruto Uzumaki eventually gains access to Momoshiki Otsutsuki's Rinnegan
Agreement between Boruto Uzumaki and Momoshiki Otsutsuki v Boruto: Two Blue Vortexes Chapter 29 will remain in effect as long as Jura and Hidari are alive. This means that Boruto officially has free access to Momoshiki Otsutsuki's wide range of abilities, including his vision abilities, until Jura and Hidari are defeated. Once Jura and Hidari are finally dealt with, Boruto is expected to hand over control of his body to Momoshiki as a reward for relying on his Otsutsuki power.
Under the terms of Boruto's deal with Momoshiki, it is natural for Boruto to eventually gain access to the Rinnegan embedded in Momoshiki's palms. At the peak of the Byakugan, Boruto Uzumaki would need to use the Rinnegan to match Jura in battle. After all, Jura has yet to reveal the full extent of his abilities, and Boruto's previous encounter with him in the Land of Wind only showed a small portion of his power.
With the Rinnegan, Boruto Uzumaki would undoubtedly play much more effectively against Jura. By combining the eye's various abilities with his own enhancements, Boruto would have a better chance of winning against Jura. That's not all, as Boruto's temporary truce with Kawaki Uzumaki remains active, potentially allowing for a powerful karmic alliance in the battles ahead. Boruto: Two Blue Vortexes Chapter 34.
How strong is Boruto Uzumaki in the two blue vortexes right now?
Since the timeskip, Boruto Uzumaki's power level has continued to grow. At this point, Boruto Uzumaki's power is comparable to that of Otsutsuki due to the power of Karma and his free flow of Momoshiki powers. Without a doubt, Boruto is currently stronger than Naruto and Sasuke who are still out of action in Konoha. He can go toe-to-toe with Kawaki without limit, and he can also hold his own against Jura, even without using Karma.
The two Blue Vortex also provided Boruto Uzumaki with other major upgrades, from the Rasengan Uzuhiko, his modern version of the Flying Thunder God Technique, and the Byakugan, to the upgraded Kusanagi sword he received from Sumire. As Boruto: Two Blue Vortexes continues to release new chapters, a potential upgrade to Boruto Uzumaki's Rinnegan may be what he needs to defeat Jura once and for all.
