Sky dragons
While Nerona Imu sits atop all the celestial dragons and right now occupies the Void Throne to rule the world he has built, he is not the only God in the group. In fact, all the Heavenly Dragons that exist in the world One piece they are gods and everyone in the world considers them as such.
The Heavenly Dragons are simply the descendants of the 20 kings who long ago created the current world order. As such, they are considered all chosen by heaven to act as gods. Even the act of touching a celestial dragon can execute someone, such is his condition. Admiral Marines are at their disposal at all times and no laws apply to their species, making them some of the most powerful individuals in the One Piece world.

Gan Fall
Before Enel came, Skypiea had another God and that position was held by Gan Fall who was a Skypiean. Gan Fall tried his best to rule as fairly as possible, although there were still conflicts with the Shandians who simply wanted their own land back.
Gan Fall ruled as the God of Skypiea for some time until it was eventually pushed out by Enel and completely overthrown. All his workers were enslaved by Enel and put to work building Arc Maximum. After Enel's defeat, Gan Fall retook the position of God in Skypiea and now the two races of Shandians and Skypians live in harmony with each other.

Kashigami
The references to the various gods in the Skypiea arc don't stop at Gan Fall. There is actually an ancient god that the people of Jaya worshiped long ago, and that is Kashigami. Kashigami was a giant serpent to which the Scypians often offered sacrifices. Even Kalgara's own daughter, Muse, who was to be sacrificed to Lord Kashigami, whom they believed to be God.
In the end, Noland killed Kashigami, but his children lived on. Kashigami's child lived on Skypiea for many years before giving birth to Nola, a giant snake that exists in Skypiea right now and is probably also considered God in some ways by the Shandians.

Enel

Enel is one of the first characters in One Piece to be a god. The character of Enel was God in more ways than one. to begin with Enel held the position of God in Skypeaand this individual is to oversee the whole country. In addition, Enel actually believed that he was superior to everyone else and that he had a God complex. As such, he was similar to the Sky Dragons of the One Piece world, and in many ways a caricature of those individuals.
Enel even had his own holy priests, all of whom had incredible power of their own. After being defeated by Luffy, Enel left for Fairy Vearth, or the Moon, and his return is highly anticipated in the Final Saga.

Warrior God of Elbaf
The giants of Elbaf worship the sun god Nik, but he is not the only God in their history. In Harley, it is said that there was an ancient giant known as the Warrior God who existed long ago in Elbaph. This Warrior God was so powerful that he could fight evenly against the sun god Nika. The warrior god could transform into a giant black dragon named Nidhoggr and had an ice squirrel Ratatoskr by his side.
It is said that after the Warrior God died, the squirrel's soul resided in his hammer Ragnir, guarding his Devil Fruit ever since. Loki eventually consumed this devil fruit and became the new war god Elbaph, but the exact identity of the previous god remains unknown to this day. Over time, Eiichiro Oda will surely shed more light on this individual, as well as his relationship with the Sun God Nika and how he died. In the Final Saga, Loki will embody the role of the war god Elbaph and will face off against the ruler of the world, Saint Nero Ima, as the Great War approaches.

The doctrine of One piece the world is quite rich and the existence of deities is not uncommon. Actually, even the protagonist of One Piece, Monkey D. Luffy, is technically a God. Luffy ate the Gomu Gomu no Mi at the very beginning of the series and continued to awaken its power ever since.
Immediately after Awakening, Luffy unlocked a unique transformation he called Gear 5, which gives him access to the powers of the Sun God Nik. Luffy is a deity worshiped by countless people around the world, especially the enslaved and oppressed. These people he prayed to Nike for deliveranceand it is believed that the warrior of liberation will always come and free them from their suffering. Luffy is destined to face Imo in a cataclysmic battle that later destroys the world in the Final Saga.

Nero Ima
Nerona Imu is the king of the world and also the one who created the current world order, standing tall as its God right now. Imu has the power of Akuma no Mi and this fruit allows him to transform into the devil himself as well as use godlike powers with an ability known as Maki.
Imu is incredibly skilled in combat and has abilities far beyond that of any other individual currently in the world. Given his display of power in Elbaph, it's no surprise that Imu is crowned as the God of the One Piece world.
