The villains have always been one of the most interesting aspects Dragon Ball franchise. It was clear from the early days that Akira Toriyama had mastered the recipe for what makes for a compelling antagonist, as the many enemies the heroes face in this series are often cited as some of the greatest in the anime industry.
As such a force of villains in Dragon Ball increased with the heroes, to the point where many enemies were encountered by the heroes Cool he is among the strongest characters in the franchise. Toppo unlocked the powers of the Destroyer God

When he first appeared during the Destroyer exhibition match, Toppo's power was so great that he still managed to match Super Saiyan Blue, promising that he would eventually prove to be a powerful obstacle in the Tournament of Power. However, no one could have expected his latest upgrade that elevated him to the mythical level of God.
As Toppo took on his role as Universe 11's next destroyer, he unlocked the fabled Energy of Destruction, with which he was able to deal tons of damage to several powerful characters such as Golden Frieza. Although his inexperience with this power was clear, his ability to use Hakai and overall strength proved how powerful he truly was.

Jiren was said to be stronger than his Destroyer God

Although Toppo had unlocked the power of a destroyer, he was still not the greatest warrior Universe 11 had to offer, a title that belonged to Jiren instead. Jiren's strength was astronomical as he showed almost no effort for most of the Tournament of Power as he was stronger than everyone else.
Finally, he released all of his own power with his Burning Ultimate Warrior state, which was strong enough to fight Ultra Instinct Goku anyway. Although he ultimately lost, Jiren became more and more effective with his power, allowing him to survive Mastered Ultra Instinct, which alone can position him as a God-level threat in his arc.

Moro unlocked the power of angels against Goku

To this day, many fans consider Mor to be one of the most terrifying adversaries the heroes have ever faced, largely due to his overwhelming ability to absorb the energy and life force of his targets. This Moro ability is so refined that he was able to do it on a planetary scale, leaving entire worlds completely desolate and devoid of life.
Eventually, the heroes caught up to him in strength, so Moro absorbed Merus, an angel-in-training, to answer their threat. Because of this, he was able to unlock Ultra Instinct for himself, which not only made him stronger than ever before, but also made him fight on par against a Mastered Ultra Instinct Goku. Eventually, due to the overflow of power within him, Moro became a mindless monster that threatened to destroy the entire world.

The gas had some incredibly dangerous powers

Although the Granolah arc began with the title character as the main antagonist, this focus later changed to Gas and the Heeters. By making the same wish that Granolah did at the start of the arc, Gas became the strongest mortal in all of Universe 7, but his power only increases later when he unleashes his full power.
In this state, Gaso's strength and speed were on a whole other level as he managed to defeat Goku, Vegeta and Granolah at the same time. However, what really made this situation even scarier was that Gas' body had to constantly strengthen itself to keep up with the heroes' power ups, causing him to deteriorate and become a shell of his former self. Despite this, his strength in this state was greater than anyone else's at the time.

Cell Max was the strongest version of the classic villain

Ever since Frieza made his long-awaited return to the franchise in Resurrection F Fans were waiting for Cell to do it too. Although not the same version of the villain that fans have come to love, Cell Max represented his return to the series in an unexpected way, and his power was truly immense.
Cell Max was a mindless, massive brute who only knew how to destroy everything in his path. His strength alone kept the entire team of Z-Fighters and Gamma Androids at bay and even seemed to match Orange Piccolo in overall strength. If it wasn't for Gohan's powerful form appearing out of nowhere, the Earth might have just been destroyed by this villain.

It's been clear for some time now that Frieza's potential is huge, even surpassing Saiyans like Gohan and Broly. While it was first seen in how he was able to match Super Saiyan Blue with only four months of training, this point was really driven home when Frieza debuted his Black Freiza state at the end of the Granolah arc.
Once he arrived at Planet Cereal, Frieza instantly killed Gas, who was the strongest mortal in Universe 7 at that stage, with a single hit. As if that wasn't enough, Black Frieza then flashed a lightning attack at Goku and Vegeta's strongest forms and defeated them with one punch, proving his immense power with incredible ease.

Infinite Zamasu is the most powerful villain we have ever seen

Zamasu was the only villain the heroes faced who was actually a God in every sense. Zamasu, turned evil by his hatred of mortals, then concocted an elaborate plan with a version of himself from another timeline to rid the multiverse of all mortals and eventually merge with this other self to become the powerful Fused Zamasu.
