Within the whole Dragon Ball franchises, the villains this series introduced are easily some of the best and most iconic in the entire anime industry. While they are often simplistic in nature in terms of motivation and action, these enemies have served as the basis for antagonists in the genre in general.
Thus, not every main enemy the heroes have faced can be directly called a villain, as the title implies that they are evil, rather than serving an opposing role to the main characters, as Beerus, Jiren, or Broly did in their respective arcs. King Piccolo killed the Eternal Dragon
Arc: King Piccolo Saga
King Piccolo is considered by many fans to be the main overarching antagonist of the original Dragon Ball series and his influence on the franchise is still felt today. Although he committed many unspeakable acts, his worst moment came when he killed Shenron immediately after his wish to regain his youth was granted. It was quite a harrowing act, as it not only killed the legendary Eternal Dragon Shenron, but also rendered the Dragon Balls useless, meaning that no one could be resurrected.
Vegeta destroyed the entire planet
Arc: Saiyan Saga
Although Vegeta eventually turned into one of the greatest heroes of the series, there was a time when he was a ruthless and merciless villain. At the very beginning of the Saiyan Saga, before even coming to Earth, Vegeta is seen leaving the planet with Nappa, whom he then destroys for seemingly no reason other than having a “bug problem”. This is even more frightening when we remember that the inhabitants of this planet even referred to the Saiyans as heroes.
Frieza's Destruction Of Planet Vegeta started it all
Arc: Namek Saga
Easily one of the most iconic and important moments in the entire franchise is Frieza's destruction of Planet Vegeta, which can be considered the official catalyst for everything that eventually happened. Incredibly afraid of a potential Saiyan uprising and even more of the Super Saiyan legend, Frieza destroyed Planet Vegeta, mercilessly wiping out the entire human race and inadvertently starting the series as we know it.

The androids destroyed the future timeline
Arc: Android Saga
The entire Android saga began with Future Trunks traveling back in time to stop the Android menace before they could awaken and destroy the entire world. In his own timeline, these androids were unstoppable monsters that destroyed everyone and everything on the planet and even mercilessly killed Trunks' mentor and best friend Future Gohan. It was one of the most uncomfortable and tragic moments in the entire series.

Although Cell would later become much stronger to become one of the best villains in the series, his worst moment came when he debuted in his grotesque original form. Here, Piccolo walked into a completely deserted and abandoned Ginger Town, with the roads completely empty and littered with clothes, trash, and wrecked cars. In the end, it turns out that Cell was the reason for this, as he swallowed all those people with his tail and liquefied them to nothing but their clothes.
Super Buu caused the extinction of humanity

Buu is a creature whose goal is to destroy everything in front of him, and he has accomplished unspeakable things in each of his forms. While some would argue that Kid Buu's destruction of Earth was the worst thing he did, the Human Extinction Attack that Super Buu unleashed was much more violent. This is because the villain sent out millions of energy bullets that killed each person individually, which was something fans even saw happen, making the feeling even more visceral and shocking.

Arc: Future Trunks Arc
In Future Trunks' timeline, the horror continued even after they dealt with the threat of Androids and Cell. This was when Kai Zamasu sought to wipe out all mortals, which he even managed to do on Earth by taking over Goku's body and gaining access to all of his powers. Perhaps the most harrowing instance in his plan was when he used Goku's body to kill Chichi and Goten, meaning they died believing that Goku himself had committed the horror.
Moro left many worlds completely devoid of life
Arc: Galactic Patrol Prisoner Arc
Moro was introduced as an ancient threat in Universe 7 that has re-emerged to wreak havoc. This villain's main ability was to steal the energy and life force of other living beings and absorb it into himself, making him incredibly powerful and allowing him to live an unnaturally long life. After escaping from a Galactic Patrol prison, Moro proceeds to absorb the life force of entire planets, leaving them completely lifeless and killing countless living creatures.
Gas And The Heeters made a deal with Frieza
Arc: Granolah the Survivor Arc
Although Gas was Granolah's main villain and served as the ultimate enemy that Goku, Vegeta, and Granolah had to stop, his true worst moment had nothing to do with his fighting prowess. Gas and his siblings were Heeters who essentially acted as intermediaries between Frieza and the various races that the Frieza Force sold their conquered planets to, making them complicit in all the atrocities. When Gas was the main muscle of the group, he was quite guilty himself.
Cell Max went on a destructive rampage
Arc: Super Hero Arc
As the main villain of the Super Hero arc, Cell Max is remembered as another mindless beast whose main purpose was to destroy everything before him. While he didn't have a singularly evil moment per se due to his modest appearance in the story, his sheer destructive output made him a true force of terror. It even indirectly led to the death of Gamma 2 and caused untold destruction.
