Of all the new 4-star legendary effects revealed, the Conductor legendary effect seems to be a game-changer for VATS critical hit builds, potentially creating a new meta in Fallout 76.

Assuming this legendary effect doesn't undergo any major overhauls before it goes live when the Gleaming Depths update comes out in December, this will likely be the new best-in-class legendary weapon effect for any build that uses VATS.

Fallout 76 4 Star Conductor Legendary Effect

VATS is a powerful foundation for built-ins Fallout 76allowing players to hit their target's weak points or individual limbs at the cost of AP without requiring players to manually aim. In addition, each shot landed in VATS fire mode will gradually fill the player's critical hit meter, greatly increasing the damage of the next shot when activated. Since AP is an infinitely replenishable resource, using VATS with the appropriate weapon type is an easy way for players to increase their damage output.
Players' luck ability determines how quickly their VATS critical hit meter fills. There are also luck perk cards that improve the damage and effectiveness of VATS critical hits.

VATS crit builds are already dominating the meta in Fallout 76but in the near future, the legendary 4-star Conductor effect will make them even stronger. This kind of buildcrafting tool could be the key to finally making underpowered weapon types viable in endgame content, while also providing an overkill bonus for some of the best weapons in Fallout 76.
