Of all the new 4-star legendary effects revealed, the Conductor legendary effect seems to be a game-changer for VATS critical hit builds, potentially creating a new meta in Fallout 76.

VATS is a powerful foundation for built-ins Fallout 76allowing players to hit their target's weak points or individual limbs at the cost of AP without requiring players to manually aim. In addition, each shot landed in VATS fire mode will gradually fill the player's critical hit meter, greatly increasing the damage of the next shot when activated. Since AP is an infinitely replenishable resource, using VATS with the appropriate weapon type is an easy way for players to increase their damage output.
