Brad Vickers
Brad acts as Jill's temporary ally before meeting his untimely fate

Brad appears at the beginning Resident Evil 3 help Jill to safety. As the first character players encounter, Brad seems like he'll be an ally that could stick around for a while, but just minutes after his introduction, he met his fate at the hands of none other than Nemesis.
His death is changed in the remake where he instead succumbs to a virus after trying to hold off a group of zombies in a bar. He is bitten during the scuffle and ends up outside the RPD where Marvin and Carlos put him out of his misery. Brad may not have lasted long, but he was still instrumental in making Jill realize what was going on after she was thrown into the nightmare.

Chief Irons, the sick and twisted leader of the RPD, played a large role in the outbreak that engulfed Raccoon City. Not only that, but he also tries to kidnap Sherry, which in turn makes Claire's journey that much longer and more dangerous.

Mikhail Viktor
Victor makes the ultimate sacrifice to slow down Nemesis
When Jill first meets Mikhail in the early hours of the outbreak, the two don't get along very well. It doesn't take long for Jill to realize that Mikhail is ultimately a good person who is trying to do his duty by saving as many people as possible, as is very clear when he sacrifices himself to stop Nemesis.
In both versions Resident Evil 3Mikhail makes himself a target when he stops Nemesis from getting to Jill in the cable car. It may not have stopped the monster for good, but without Mikhail, it's highly likely that Jill's great escape would have ended right then and there.

Ben Bertolucci
Ben only appears in his cell for a few minutes before being kicked out
Leon runs into Ben not long after he meets Ada, where he can be found holed up in a cell. In the original Resident Evil 2Ben refuses to leave, but in the remake he's actually locked inside and looking for a way to break free.
Ben has a few things that Leon needs to get into the sewers, but after giving out the goodies, Ben meets his untimely end in pretty grizzly fashion. In the original, Birkin cuts him in two, while in the remake, Mr. X's giant hand rips through the prison walls and smashes his head like a pumpkin. Either way, Ben has a pretty gruesome death despite hiding out in one of the “safest” places in town.

William Birkin
The man who instigated the entire outbreak loses his life in the chaos
If the finger was to be pointed at anyone for inciting the events that occurred in Raccoon City in 1998, it would have to be pointed at William Birkin. Birkin, trying to bring more prestige to his name and uncover the ultimate life form, continued to experiment with the G-virus until he was finally apprehended.

Out of the thousands of people who perished in the Raccoon City incident, these Resident Evil characters managed to escape in one piece.
After injecting himself and allowing the virus to seep into the town's drinking water, Birkin became a mutated shell of his former self, attacking anyone in his path. In the end, after numerous arguments with Chris and Claire, he is finally taken down and left to rot in the mess he made.

Marvin Branagh
Marvin does everything he can to help Leon and Claire before succumbing to the infection
Marvin becomes a very important ally for Leon and Claire during their travels. Not only does he explain the basic situation to the two of them, but he also gives them advice on how to get around the RPD and tells them that the monsters they see are far from humans.
Marvin communicates with the player as best he can via radio, but eventually his infection spreads and he suddenly becomes a flesh-hungry zombie roaming the main hall. Despite Marvin being the unfortunate victim of the Raccoon City fiasco, Marvin's memory lives on thanks to the knife he gives Leon, which he then uses in Resident Evil 4.

Robert Kendo
The horrors of Raccoon City proved too much for the legendary gun range owner
Robert Kend's fate is clarified in the original Resident Evil 2 as fans get a grizzly look at the famous gunslinger who becomes zombie snacks after his shop is broken into. However, in the remake, it's a little more unclear after Kendo shows up with his recently zombified daughter.
With that said, v Resident Evil 2 remakethere is a “what if” scenario that focuses on Kendo getting out of town. As a result, it is more or less confirmed that Kendo has decided to end his own life, but regardless, the Kendo name lives on within the series through his weapons.

Annette Birkin
Annette Gets Sweed Up In Her Man's Antics and Comes Clean During Her Final Moments
While most parents were understandably trying to protect their families during the Raccoon City incident, the Birkins are a little different. While William ran amok in the underground ducts and facilities, Annette holed up in NEST, thinking of ways to stop the virus from doing more damage.
In the end, however, Annette finally manages to come to her senses and informs Claire of how to create a DEVIL serum that could be used to vaccinate Sherry. However, while her daughter makes it through in one piece, Annette succumbs to the wounds inflicted by her mutant husband and never survives.
