In the final saga of One pieceEiichiro Oda has done incredibly well in bringing out the strongest characters in his story. The vast majority of them make use of Devil Fruits, but with other abilities such as Haki that this saga relies heavily on, it allows powerful characters without Devil Fruits to assert their dominance as well. In fact, some of the strongest characters in the whole One piece they don't own Devil Fruits, and among those present in the Final Saga, quite a few have achieved the title of 'The Strongest'.
One Piece: The 32 Strongest Swordsmen, Ranked
Considering its tumultuous setting, it's not surprising that talented swordsmen populate One Piece. Here are the strongest of the range.
Sanji

Abilities: Lineage Factor, Haki
Sanji he is one of the strongest fighters of the Straw Pirates and definitely an incredibly strong fighter who has no Devil Fruit power. In the final saga, Sanji has gained a great reputation, so even the admirals are wary of him. He has access to two types of Haki, Color of Observation and Color of Armor.
In addition, he also has access to Lineage Factor modifications from Germa, which give him a strong exoskeleton, increased muscle mass, and a boost to all his other physical abilities. All of his powers combined, Sanji is a massively powerful monster that can hold his own against the elites of the One Piece world, with an even higher ceiling to reach.
Roronoa Zoro

Abilities: Haki, Sword
Roronoa Zoro he is a pure swordsman who relies on nothing but his swordsmanship skills in battle as well as his Haki. His swordsmanship skills have already made him a master swordsman, and Zoro is currently in the process of perfecting his Haki to its absolute maximum level. Zoro is a user of all three types of Haki, but his control over them is not the best. Still, thanks to Enma, he can handle all of these types of Haki incredibly well.
In the Wano Arc, Zoro was able to use Enma to draw out his latent advanced armor and Conqueror's Haki. With these powers he was able to defeat the king. In Elbaph, Zoro tries his best to master these types of Haki, taking his overall power to a whole new level. Since he intends to defeat Dracula Mihawk, he must become much stronger and improve his Haki tremendously as he continues his journey with the Straw Hat Pirates.

Ben Beckman

Abilities: Haki, Shooting
Ben Beckman he is the vice-captain of the Red Hair Pirates, and as a crew theme, he has no Devil Fruit ability. Ben Beckman uses a rifle that he seemingly uses in battle, but his greatest power is Haki. In One Piece 4 Billion Volume, Oda clearly stated that Beckman's Haki is even stronger than that of the Admirals. Fans haven't seen a proper look yet, but it goes without saying that he's a tremendously capable pirate.
According to Brannew, the commanders of the Red Hair Pirates all have high average rewards and incredible strength, so the crew itself seems to have no weaknesses. That said, Ben Beckman is a monster in his own right and someone who can stand up to the elites of the world.
Scopper Gaban

Abilities: Axemanship, Haki
Scopper Gaban is the Left Hand of the late Pirate King and an immensely powerful pirate known throughout the world as the Mountain Eater. Gaban wields dual axes in battle and imbues them with an incredibly high level of Conqueror's Haki. He is also a user of Advanced Armament and Advanced Observation Haki, making him one of the masters of this power throughout the series.
Gaban is a force to be reckoned with and his strength is such that there is hardly anyone who can match him in battle. He is said to have been on par with Gol D. Roger in the past and matched up with Silvers Rayleigh, although Gaban seems to be stronger than him.
Silver Rayleigh

Abilities: Swordsmanship, Haki
Rayleigh is a Haki master first introduced to fans in the Sabaody Archipelago Arc of One Piece. He is the equal of Scopper Gaban, and an immensely powerful pirate in his own right, known throughout the world as the Dark King.
Rayleigh is a Haki master and his knowledge of this skill is so good that he could teach it to even Luffy in a very short time. He can use all three types of Haki, with advancements in Arm Color and Supreme King Color. Despite not having a Devil Fruit, he was able to create a presence similar to that of a Yonko from the One Piece world. In fact, Rayleigh is so strong that despite his advanced age, he was able to scare Blackbeard out of the Amazon Lily. That certainly says a lot about the level of power he has.

Dracula Mihawk

Abilities: Swordsmanship, Haki
Dracula Mihawk is an immensely powerful pirate who reigns as the strongest swordsman in the entire world. Mihawk has no devil fruit ability and all he relies on in battle is his immense Haki and sword abilities, just like Zoro. While Mihawk's Haki abilities have yet to be revealed, the fact that he holds the title of the strongest swordsman makes him a Yonko-level enemy and one of the strongest in the final saga of the story.
Monkey D. Garp
Although he is old, Monkey D. Garp is a force to be reckoned with and certainly one of the strongest characters in the story's final saga. Garp is a pure brawler and relies solely on high level Haki in combat. He is a user of advanced Haki of two types, the Color of the Arms and the Color of the Supreme King.
In Egghead, Oda gave fans a glimpse of what Garp could do with his Haki, and in Elbaf, during the God Valley flashback, his power during his youth was also shown. Needless to say, Garp is an absolute monster that can only be rivaled by a select few in the One Piece world.
Shanks

Abilities: Swordsmanship, Haki
Shanks is an immensely powerful pirate who right now stands tall as one of the four sea emperors. He has no devil fruit power and all he uses in battle is his incredible Haki. When it comes to Haki, Shanks is the strongest currently among the pirates. In fact, his Haki is so powerful that it has been directly compared to even Joy Boy from 800 years ago, whose powers made even Imu fear.
Shanks' Haki includes all three types and is advanced in all areas. With his Haki, he can see the future, deal damage without touching his opponent, and of course sharpen his blade with the powerful Supreme King Haki. More than that, Shanks is able to focus his Haki in his blade in such a way that he can use it to deliver powerful blows like a hammer that will crush the enemy, as was clearly seen when he fought Eustass Kid. Among all the non-devil fruit users in the One Piece world at the moment, Shanks clearly stands at the very top.
