Neito Monoma
The Phantom Thief's strategic brilliance
Monoma's growth in strength and character is a twist that most fans couldn't have expected from the beginning of the series. He is one of the few who managed to get to the top without a novel joke of his own, because his joke is copying the jokes of others.
While he may lack in strength, he makes up for it with intelligence, agility, and precision. Its eccentricity also makes it very valuable. Without him copying Kurogiri's Warp Gate quirk, they wouldn't be able to catch the villains off guard. He truly embodied his heroic name Phantom Thief, copying jokes until he reached greatness.

Mirko
Continuing to be a hero despite losing limbs
Mirko is a hero that will always be at the top of the list when it comes to strong heroes. Although she lost a substantial part of her body during the wars she fought, in the last chapter of the series, Mirko was still seen equipping herself with support equipment.
This is a clear sign of the fact that she had no intention of giving up her life as a hero, which should mean she's still out there fighting bad guys. Mirko is incredibly powerful and with her new gear, which fans know has come a long way over the years, she should still be among the top Heroes.

An influential hero of the current era

However, after the eight-year timeskip of My Hero Academia, he established himself as one of the most powerful and influential heroes of the current era. Kamui Woods is believed to have had an exciting battle with Miriam for the top spots in the hero rankings, which only shows that he is somewhere in the top five of the Heroes region.
For Kamui Woods to be this high is certainly exciting for all fans and it just goes to show that his power has grown exponentially over the years.

He reached high levels during the final war
Much remains a mystery regarding Ochaco's hero status at the end of the series, but fans know that she has evolved into a very powerful heroine by the end of My Hero Academia. However, after undergoing Quirk Awakening, many of the restrictions from her Quirk were lifted and she was able to save the entire Hero Alliance in Final War all by herself without even being physically touched.
Her powers are not to be underestimated, considering she was strong enough to take on the most powerful members of the League of Villains during the final war, and now, 8 years later, she must be even stronger.
