Color of Observation, also known as Observation Haki, is one of the most important abilities that exist in the world One piece. This skill grants the user a sixth sense that increases the individual's observational abilities and takes their sensory perception to the next level. Observing Haki allows an individual to perceive threats, gauge power levels, sense other people's emotions, see things that are completely outside of their line of sight, and even sense the intentions of those around them among other things. In the plethora of incredibly powerful Observation Haki users, only a select few stand at the top in the Final Saga, which is where the strongest characters made their presence known.

Loki
The Cursed Prince of Elbaph, Loki, is one of the most powerful users of Observation Haki in the Final Saga. Ever since Loki was born, his eyes have been considered cursed, and as such, Loki is seen wearing bandages most of the time. Although his eyes are covered, Loki's Observation Haki allows him to see and feel incredibly well. He has shown incredible powers when it comes to sensory perception, being able to sense the likes of Holy Knights from miles away.
Recently, Loki was also able to instantly sense Nerona Imu's presence. At the same time, despite his immense size, Loki is able to fight against smaller individuals incredibly effectively, which requires precise Observation Haki skills. To fight at the level it is fought at, you absolutely must master this ability.

Fujitora
One of the Navy's three admirals, Fujitora is an incredibly exceptional user of Observation Haki, largely because of how he forced himself to develop as a fighter. At some point in his life, Fujitora became blind due to the injustices of the world. Since then, he has only used his Observation Haki to perceive things around him, and as such has pushed this skill of his to the absolute maximum level.
Fujitora can see the aura of all individuals around him and can sense things on the scale of an entire country. The fact that he was almost never overpowered in combat shows that even though he has no eyes, he is incredibly good at using this power. He will certainly be incredibly relevant in the final saga.

Sanji
Sanji is the chef of the Straw Hat Pirates and at this point he masters two types of Haki. According to Oda himself, Sanji's specialty is Observation Haki, and this type has developed the most over the years.
Sanji can sense things like emotions incredibly well. He can also sense danger from miles away and has enough ability to dodge someone's attacks that he can even see into the future and virtually pinpoint his movements. Sanji can also use his Observation Haki to span all of Elbaph and pick up dangers from far away. In many ways, Sanji's Observation Haki is even better than Luffy's, as pointed out by Oda himself.

Charlotte Katakuri
Charlotte Katakuri is one of the three sweet commanders of the Big Mom Pirates and an incredibly strong fighter with a bounty of 1.057 billion berries on her head. Katakuri is strong, but what makes him truly special is his ability to see the future. He has trained his Observation Haki to the point where he can see into the future itself, making him nearly invincible to many in combat.
Even getting a single hit on Katakuri is quite a problem, as shown when Luffy took him on in a fight. Only those who can see the future themselves and elites who are incredibly fast can really deal with it effectively. Katakuri sees a few seconds into the future and manipulates his body based on that to avoid all hits. More importantly, he counters effectively against his enemies.

Nero Ima
World King Nero Ima has an incredibly overpowered bag of abilities, and Observation Haki is among them. Imu's Haki extends over a wide area as was evident from his presence in the God Valley. He was able to pinpoint the location of Teach and Eris with relative ease, and that shows immense accuracy.
Imu can sense the voices of individuals, indicating a high level of Observation Haki control, but the true extent of this ability is unknown at this time. Imu would certainly rank among the best, but not at the top.

Monkey D. Luffy
Monkey D. Luffy is an extremely powerful user of Observation Haki, having mastered this ability over the years. Luffy has been able to see into the future ever since he fought against Katakuri, and he has steadily improved this ability with each subsequent arc.
Right now, Luffy can even subconsciously use the Voice of All Things to boost his overall perception of Observation Haki even more. Luffy can hear the voices of individuals and his overall abilities are on a level of their own.

Shanks
Shanks is a user of all three types of Haki, and while his specialty is the Color of the Supreme King, his Observation Haki is also incredibly effective. Shanks can see a few seconds into the future. In fact, of all the future sight users in One Piece, Shanks' future sight Haki is the best, given that he could see over ten seconds into the future effortlessly against Kid.
This allows him to dismantle any enemy in combat, with only a select few able to stand up to his immense power. This, combined with the ability he has to kill his enemies' Observation Haki, makes him an almost unstoppable fighter. Shanks' full abilities are still unknown, meaning his control over Observation Haki could be even greater.

Scopper Gaban
So far, Scopper Gaban is the best user of Observation Haki that has been seen One piece. In Elbaph, he was able to effortlessly dodge all of Monkey D. Luffy's attacks despite being a Yonko. Gaban has the ability to see the future, as was evident when he saw his son dying in front of him. More than that, Gaban can also extend his Observation Haki across the entirety of Elbaph, and considering the size of the country, that's a huge feat.
Perhaps the greatest feat of Observation Haki he has is that he was able to sense the presence of Shamrock Figarland and Gunko, both of whom used their powers to completely erase their presence and avoid capture by powerful Observation Haki users. Despite this, Gaban was able to sense their presence and track their movements effectively. Even before their arrival, Gaban could sense their ominous Haki coming from Aurust Castle.
