Devil Fruits are a great energy system One piecebut in the post-timeskip, Haki, the power to harness spirit and willpower, became the most necessary power in the series. One simply cannot become the strongest in One piece without having the strong Haki to compete at the very top even though they have an overpowered Devil Fruit. Luffy's Devil Fruit control has reached its peak, but his Haki still needs improvement. Characters like Shanks and Joy Boy are still way ahead of him in that regard.
Whitebeard
The strongest man in the world
Whitebeard was known as the strongest man in the worldand possessed a devil fruit with the ability to destroy the world, called Gura Gura no Mi. While Whitebeard relied heavily on this fruit, he also had great Haki to use in battle.
Whitebeard was able to split the sky with Shanks and at some point matched the likes of Roger and Rocks.
Rayleigh
Right hand of the Pirate King
Rayleigh is another overpowered member of the Roger Piratesand acted as Roger's right-hand man. Rayleigh was the one who taught Luffy the basics of Haki, and even though Luffy has grown tremendously since then, he has yet to surpass Rayleigh in terms of Haki mastery. Rayleigh's Haki was great even in the God Valley as he was able to send the Saint Knight flying.
Gabon
The Pirate King's Left Hand
Gaban was one of the strongest members among the Roger Piratesand played a huge role in the Elbaf Arc. Gaban became the first character in One piece to perform the amazing feat of bypassing immortality, that alone shows how strong his Haki is. Gaban's Haki is beyond Luffy's level at the moment.
Harold
The late King Elbaf
Harald was the king of Elbaf and was known to be the strongest king Elbaf had ever had. Fans can easily understand why Harald was considered as powerful as he was equal to someone like Rocks D. Xebec.
While Harald could eat devil fruit in Elbaf, he mostly relied on Haki alone. He was able to tie him up in his battle against Rocks, and that's a great feat in itself.
Garp

Garp is one of the most legendary marines everand Luffy's own grandfather. As fans already know, Garp has no devil fruit and relies purely on the brute force of his Haki. Even in his prime, Garp is far superior to Luffy, especially in Haki. He demonstrated his incredible Haki mastery when he almost single-handedly destroyed the Blackbeard Pirates and in God Valley when he attacked the pirates.
Shanks
The strongest Haki user alive
If there is one character whose name is synonymous with strong Haki usage, this is definitely it Shanks red hairthe current strongest Yonko in One Piece. Shanks has no devil fruit and relies purely on Haki. He demonstrated some of them greatest Haki feats in One pieceand Dorry and Brogy even compared his Haki to Joy Boy's, which was so strong that it could knock down five elders and scare even Ima.

Rocks D. Xebec is one of the most legendary characters in the One Piece worldand fans can see why. As a fighter, Rocks was a monstrously strong individual, relying entirely on his powerful Haki. Rocks' Haki was so powerful that he was able to kill an admiral with relative ease, and even reach Ima and escape Marijoa unscathed. In God Valley, he even destroys the leader of the holy knights, Saint Garling Figarland, all with relative ease. His Haki was special in that it blew everyone away with shockwave-like shocks.
Roger
The Pirate King
Roger is the deceased pirate king of the One Piece world, and like many other overpowered Haki users, he never had any Devil Fruit ability.
Roger was able to reach the top of the One Piece world with only his Haki, which just goes to show how powerful he was. Roger's Haki was strong enough to face the likes of Whitebeard and Rocks on the same level.

The secret ruler of the world
Imu is the strongest character in the One Piece universe right now and an individual who has been alive since the Void Century. Much is shrouded in mystery regarding his character, but one thing that can be said for sure is that Imu's Haki is of the absolute highest order. Imu has only shown a fraction of his abilities through his Gunko craft on Elbafa and Saturn on God Valley, but it's already pretty impressive. Imu's Conqueror Haki resonates in Elbaf as the battle continues.
Joy Boy

Joy Boy is the only character in the film One piece who was able to achieve all this with Haki. He far surpasses Luffy in Haki right now, but eventually Luffy will outgrow him.
