Hokage is the title given to the leader of the Hidden Leaf Village. The position is often given to the strongest individual in the village. The first Hokage was Hashirama Senju, who set the bar pretty high. As a result, his successors were under enormous pressure to live up to the hype. Not surprisingly, not everyone was able to access his legacy.
But that doesn't mean they weren't strong. Facing the Hokage is a nightmare for most Naruto characters, so fighting two at the same time naturally calls for a death wish. But there are a handful of fighters in Naruto who have reached such a level that even two Hokages cannot win against them.

Hagoromo Otsutsuki
Hagoromo is a significant historical figure. He was a peaceful individual who wanted a better life for everyone. Hagoromo's ideals did not sit well with Kaguya and eventually led to an all-out war between her and the two brothers. The fight dragged on for many months and eventually Hagoromo and Hamura prevailed. After the victory, Hagoromo became the jinchuriki for the Ten-Tails. Even before the fight with Kaguya, Hagoromo would have had absolutely zero problems defeating the two Hokages, so the post-war version would have wiped the floor with them.

Kaguya Otsutsuki
Kaguya is the main villain of the Naruto series. Many might question Kishimoto's idea to include her in the series, but there's no denying that she was a dangerously strong personality. With her skills, she was a threat to the world itself. Her power was unparalleled; even her sons couldn't match that easily. Kaguya had several attacks like All Killing Ash Bones and Expansive Truth Seeking Ball that could destroy her opponent in a single hit.

Madara was a powerhouse that went toe to toe with the great Hashirama Senju. During the Fourth Great War, Madara achieved the impossible and became the Ten-Tails jinchuriki. As a result, his powers reached such incredible levels that even Hagoromo was worried. Madara had the Rinnegan and with the chakra of the ten tails he was able to abuse the power as he wanted. Even Naruto and Sasuke couldn't hold their ground against him.

Naruto went through great trials and tribulations. All the challenges made him the man he is today. He became the strongest Hokage of all time, surpassing all the powerful ninja that came before him. Naruto possesses Six Paths Sage Mode, a unique power granted to him by Hagoromo Otsutsuki. He has the chakra of the Nine Tailed Beasts, which allows him to access several Kekkei Genkai. With all these abilities, Naruto would have absolutely no problem defeating two Hokages at the same time.

Obito fell victim to Madara and Black Zetsu's manipulation. He remained their loyal dog for years before eventually rebelling and becoming a jinchuriki of the Ten-Tails.
As a result, Obito gained immense power, enough to overwhelm an entire shinobi alliance. Despite their efforts, they were able to subdue him. It was only because of Naruto's emotional speech that Obito decided to lay down his arms.

He has a large number of jutsus, making him highly versatile and unpredictable in battle. After receiving his power from Hagoromo, he became even more powerful than Madara Uchiha. Sasuke's strength has only gotten better with age, and there is currently only one ninja who can match his strength.

Hamura Otsutsuki
Hamura is undoubtedly one of the most underrated characters in the series. The author swept it under the rug and only showed it for a brief moment during the story and in the movie.
Despite his limited appearances, Hagoromo remains one of the most important characters in the series, playing a vital role in taking down Kaguya and freeing the world from her clutches. He was armed with Tenseigan Chakra and Six Paths Chakra, both of which made him nearly unstoppable in battle.
