Everyone is aware One piece characters like Luffy or his straw hat companions who are all more than willing to selflessly throw themselves into danger to help others, but not everyone in this universe is so considerate. In truth, most of the characters that Luffy encounters are often portrayed as much more selfish, more concerned with what they can get without a care in the world for the protection or safety of others.

9 Buggy
Buggy is a selfish coward who likes to use others to get what he wants

Buggy is a coward in every sense of the word and can always be seen acting in his own self-interest. Fortunately for him, the strange captain is always surrounded by other people that he likes to use to achieve his own goals. For example, when he was thrown into the Impel Down, he accepted Luffy's help to escape, but was fully prepared to cut and run once Luffy took out all the guards in their way.
Even becoming a Yonk was technically achieved by others, as Buggy isn't extremely strong or a great fighter, it's just that his fruits make him practically indestructible. If Buggy ever reaches One Piece, most if not all of the credit should go to his crew rather than him.
8 Caesar the clown
There is no line that Caesar will not cross to gain more status and power

All Caesar Clown cares about is becoming a respected and wealthy scientist, and to achieve this goal, he likes to experiment on anyone he can get his hands on. Formerly a member of the MADS science group, Caesar is a fairly intelligent individual, but instead of using his intellect to help others, he prefers to create weapons of mass destruction that he can then sell for his own profit.
Caesar is so malevolent that he is even found to be experimenting on children in an attempt to create artificial giants, emphasizing that there really is no line this man won't cross to make himself known. Later in the story, when Caesar is acting as a prisoner of the private crews, he still only shows concern for his safety and barely agrees to go along with Luffy and the others' plans to help those in need.
7 Sky dragons
Sky dragons see anyone of lower social standing than them as expendable

Finding something nice to say about the Celestial Dragons is a nearly impossible task, as this group of royal lords are among the most vicious and insidious characters in the entire series. An immediate testament to how selfish these individuals can be is how they all prefer to wear large orbs around their heads, which many fans speculate is to avoid breathing the same air as the “regulars”.
Sky dragons look down on anyone not of their rank and can usually be seen being carried away by enslaved creatures and humans as normal walking is too much of a strain for them. After seeing how biased the Sky Dragons are, it makes a lot more sense why Garp harbors such a strong hatred for working under them.
6 Doflamingo
Doflamingo's tragic childhood encouraged him to attempt to destroy the entire world

Doflamingo may have been born a tall and powerful Sky Dragon, but that didn't mean he had a comfortable childhood. When his father suggested that his family move to a local village to mingle with the common people, the locals ended up tying them to a stake and nearly burning the entire family alive. When Doffy tried to call out to the Sky Dragons for help, there was no response.

Crocodile managed to take over the Kingdom of Alabasta, forcing its inhabitants into poverty and dehydration so that he could rule the hideout without any opposition.
His main ultimate goal was to uncover a secret weapon known as Pluton that could make him as powerful as, if not more than, the entire world government. Destroying an entire country and killing thousands of the population just to get one step further to gain more power and power shows how selfish this stylish sandman really is.
3 Kaido
