Minato was a powerful ninja whose name was known throughout the ninja world. He terrorized entire nations with his ridiculous speed. In fact, many enemies would order their soldiers to flee if they encountered Minato on the battlefield.
Minato primarily used the Flying Thunder God technique and the Rasengan to end fights as quickly as possible. In addition, he was also able to master Toad Sage mode.

The Third Raikage was an individual whose feats were downright insane. Because of his insane chakra reserves, the Third Raikage fought the Eight-Tails every time he went on a rampage. Without him, the tailed beast would have destroyed the entire village.
The third Raikage's death was also surreal. He didn't die in a 1v1, but rather collapsed from extreme fatigue after fighting for 3 days.
