Crimson Desert offers dozens of upgradeable weapons and items to collect, but you'll need to find rare material to maximize their effects. Aeserion's Scales are the rarest upgrade material in Pywel and are required to upgrade a piece of equipment to refinement level ten, maximizing its stats.

Where to find Aeserion's scales
Unlike other materials for production Aeserion's Scales are so rare that you will you will only find them in one place.
You have to go to the island outside southwest coast of Delesyia, direct south of Three Brothers' Cliff.
Make sure you bring a Kuku Sweat with you before you go
You can make a Kuku Pot on Kilnden Shrine speaking to Grimnir.
you will need five iron ore and five Wood on make Kuku Pot.

There will be a short meeting before you arrive at the island Primus Ancient, a powerful boss who runs away after you hit him a few times.

How to grow Aeserion scales
Once you hear his story, you can jump down and start harvesting these big white scales which you will find on the floor of the crumbling ruins.
However, they cannot be easily harvested like other resources.
Instead, you must use Axiom Force to connect on each scale therefore select the “Sealing” option. save them to your Kuku Sweat
Quickly farm Aeserion's Scales and efficiently follow the path that Aeserion takes as it glides past the shrine, and you will find at least 35 weights scattered throughout the area, including in some places higher-lying ruins.
A single run surroundings should provide lots of scales to upgrade as many weapons and armor as possible as you might want for multiple sets.
Once you've finished harvesting Aeserion's Scales, you have to select them from your Kuku Pot by selecting 'Extract,' so you can move them around your inventory and use them to upgrade your best gear.
